Population projections were based on existing data and projections for the three-county Metropol1tan Statistical Area (MSA), Hays County, the City of San Marcos, and anticipated bui Idout rates for the two proposed MUDs. Growth projections for the Service Area were made reasonable within the context of projections for the City, the County and the MSA. The planners and market analysts for the City and proposed MUDs then projected a series of land use buildout rates for residential, commercial and industrial uses over the 20-year planning period, based on the population projections and land use map of the Service Area. The fifth step was the computation of water demands generated by the projected populations and land developments in the Service Area for 5-year, 1 O-year and 20-year planning horizons (years ending 1990, 1995 and 2005). Assumptions for computing water demands per capita and for different land uses were developed on the basis of existtng City design criteria and accepted engineering principles (see attached Letter Report from Freese and Nichols, Inc,). Table 3 presents a summary of the water demands, measured in Living Unit EQuivalents (LUEs). Demands are shown for each of the two MUDs and for City customers in areas outside the MUDs for the years 1990, 1995 and 2005. Tab1e 3.
