WASTEWATER SERVICE MASTER PLAN FOR THE NORTH SAN MARCOS AREA This wastewater master plan presents the major wastewater faclllty improvements and cost estimates needed over the next twenty years for the North San Marcos Service Area. The service area, shown on the accompanying map, comprises approximately 16,224 acres or 25 square miles, an within the extraterritorial jurisdiction or corporate limits of the City of San Marcos. It extends from the southern llmlts of the City of Kyle extraterritorial jurisdiction (ET J) into the northern corporate 11m its of the City of San Marcos. Table 1 indicates the watersheds and acreages which would be servab1e within the North San Marcos Service Area. Planning and engineering consultants representing the City and various development interests collaborated wlth Cay staff over several months to develop a workable and economical plan for wastewater service, based on realistic market absorption and buildout schedules. Most of the design and cost computations for thls plan were performed by Espey Huston and Associates, consulting engineers. Overa11 coordination of the plan was performed by the City's consulting planners, Kent 5. Butler and Associates. The assumptions, design calculations and preliminary plans were reviewed by Black and Veatch, Inc., the City's consulting wastewater engineers. Espey Huston and Associates served as consultant for the proposed "Rlvergate M.u.D.s" (or the San Marcos Municipal Uti1ay District Nos. 1 and 2» whlch are proposed to be developed by Storm Development, Inc. The Rivergate tract covers approxlmately 1,345 acres along the west side of IH 35 and within the Service Area. The consultants for the proposed "Highridge M.U.O.s" (or the Hays County M.u.D. Nos. 2 and 3). which are proposed to be developed by Mclester Grisham and Gardner Development Corp., also contributed extensively to this plan. The Highridge tract comprises approximately 514 acres along the east slde of IH 35 and within the Service Area. The consulting engineers for Highridge M.U.D.s are J. W. French and Associates. It 1s anticipated that the Cay of San Marcos, Rivergate M.U.D.s and Mighridge M.U.O.S win be the parUcipating entttites in the construction and f1nancing of the wastewater utility for the North San Marcos Service Area.
