WASTEWATER SERVICE tlASTER PLAN FOR THE NORTH SAN I1ARCOS AREA This wastewater master plan presents the major wastewater facility Improvements and cost estImates needed over the next twenty years for the North San Marcos Service Area. The service area, shown on the accompanying map. comprises approximately 16,224 acres or 25 square mnes, al1 within the extraterritorial jurisdiction or corporate Hmits of the City of San Marcos. It extends from the southern 11m its of the City of Kyle extraterritorial Jurisd~ction (ETJ) into the northern corporate 11m its of the City of San Marcos. Table 1 indicates the watersheds MId acreages which would be servable within the North San Marcos Service Area. Planning and engineering consultants represent ing the City and various development interests collaborated with City staff over several months to develop a worKable and economical plMl for wastewater service, based on reaHsUc marKet absorption and buildout schedules. Most of the design and cost computations for this plan were performed by Espey Huston and Associates, consulting engineers. Overall coordinat1on of the plan was performed by the City's consult ing planners, Kent S. Butler and Associates. The assumpHons, design calculations and preHminary plans were reviewed by BlacK and Veatch, Inc., the City's consulting wastewater engineers. Espey Huston and Associates served as consultant for the proposed "Rivergate M.U.D.s" (or the San Marcos Municipal Utility District Nos. 1 and 2). which are proposed to be developed by Storm Development. Inc. The Rivergate tract covers approximately 1,345 acres along the west side of IH 35 and withio the Service Area. The consultants for the proposed "Highridge M.U.D.s" (or the Hays County M.U.D. Nos. 2 and 3), which are proposed to be developed by Mclester Grisham and Gardner Development Corp., also contributed extensively to this plan. The Highridge tract comprises approximately 514 acres along the east side of IH 35 and within the Service Area. The consulting engineers for Highridge M.U.D.s are J. W. French and Associates. It is ant icipated that the City of San Marcos, Rivergate M.U.D.s and Mighridge M.U.D.s will be the participating entitttes in the construction and financing of the wastewater utl11ty for the North San Marcos Service Area.
