WASTEWATER SERVICE t1ASTER PLAN FOR THE NORTH SAN MARCOS AREA This wastewater master plan presents the major wastewater facility improvements and cost est tmates needed over the next twenty years for the North San Marcos Service Area. The service area, shown on the accompanying map, comprises approximately 16,224 acres or 25 sQUare miles, all within the extraterritorial jurisdict ton or corporate Hmits of the City of San Marcos. It extends from the southern limits of the City of Kyle extraterritorial jurtsdict ion ([1 J) into the northern corporate limits of the City of San Marcos. Table 1 indicates the watersheds and acreages which would be servable within the North San Marcos Service Area. Planning and engineering consultants represent ing the City and various development interests collaborated with City staff over several months to develop a workable and economical plan for wastewater service, based on reaHstic market absorpt ton and buHdout schedules. Most of the design and cost computations for this plan were performed by Espey Huston and Associates, consulting engineers. Overall coordination of the plan was performed by the City's consulting planners, Kent S. BuUer and Associates. The assumptions, design calculations and preliminary plans were reviewed by Black. and Veatch, Inc., the City's consulting wastewater engineers. Espey Huston and Associates served as consultant for the proposed "Rivergate M.U.D.s" (or the San Marcos Municipal Ut iHty District Nos. 1 and 2), which are proposed to be developed by Storm Development, Inc. The Rivergate tract covers approximately 1,345 acres along the west side of IH 35 and within the Service Area. The consultants for the proposed "Highridge M.U.D.s. <or the Hays County M.U.D. Nos. 2 and 3), which are proposed to be developed by Mclester Grisham and Gardner Development Corp., also contributed extensively to this plan. The Highridge tract comprises approximately 514 acres along the east side of IH 35 and within the Service Area. The consu1t1ng engineers for H1ghrtdge M.U.D.s are J. W. French and Associates. It is ant 1c1pated that the C1ty of San Marcos, Rivergate M.U.D.s and Mighridge M.U.D.s will be the part1cipating entitites 1n the construction and financing of the wastewater utlHty for the North San Marcos Servtce Area.
