<br /> -3- <br /> the public as a place for loading or unloading <br /> passengers, merchandise or other cargo. <br /> Motor vehicle. Every vehicle as herein defined <br /> which is self-propelled. <br /> Motorcycle. Every motor vehicle having a <br /> saddle for the use of the rider and designed to <br /> travel on not more than three ( 3) wheels In <br /> contact with the ground but excluding a tractor. <br /> This definition shall apply to motor bikes, <br /> scooters or to any bicycle or vehicle similar <br /> thereto to which a motor has been attached. <br /> Official time standard. Whenever certain hours <br /> are named herein they shall mean central standard <br /> time or daylight saving time as may be in current <br /> use in this city. <br /> Official traffic-control devices. All signs, <br /> signals, markings and devices not inconsistent <br /> with this chapter placed or erected by authority <br /> of a public body or official having jurisdiction <br /> for the purpose of regulating, warning or <br /> guiding traffic. <br /> Operator. Every individual who shall operate a <br /> vehicle as the owner thereof or as the agent, <br /> employee or permittee of the owner, or any person <br /> in control of or assuming control of a vehicle. <br /> Owner. Any person who holds the legal title to <br /> a vehicle or who has the legal right of possession <br /> thereof or the legal right of control of a vehicle. <br /> Park or parking. The standing of a vehicle, <br /> whether occupied or not, otherwise than a temporary <br /> stopping of such vehicle for the purpose of and <br /> while actually engaged in loading or unloading <br /> passengers, merchandise or other cargo; except an <br /> involuntary stopping of such vehicle by reason of <br /> mechanical failure or direction of a policeman. <br /> Parking meter space. The space alongside the <br /> curb in which a vehicle shall be properly parked, <br /> which shall be indicated clearly by painted lines <br /> or otherwise, and adjacent to which a parking <br /> meter is installed within four (4) feet of the front <br /> line of such space. <br /> Parking meter zone. That certain zone fronting <br /> on the streets and avenues as is designated by <br /> the city council and wherein parking meters are <br /> installed. <br /> Pedestrian. Any person afoot. <br /> Policeman or police officer. Any member of the <br /> police department of the city authorized by law <br /> to make arrests in traffic offenses. <br /> Private road or driveway. Every way or place <br /> in private ownership and used for vehicular <br /> travel by the owner and those having express or <br /> implied permission from the owner but not by <br /> other persons. <br /> Railroad. A carrier of persons or property <br /> upon cars, operated upon stationary rails. <br />
