-3- the public as a place for loading or unloading passengers, merchandise or other cargo. Motor vehicle. Every vehicle as herein defined which is self-propelled. Motorcycle. Every motor vehicle having a saddle for the use of the rider and designed to travel on not more than three ( 3) wheels In contact with the ground but excluding a tractor. This definition shall apply to motor bikes, scooters or to any bicycle or vehicle similar thereto to which a motor has been attached. Official time standard. Whenever certain hours are named herein they shall mean central standard time or daylight saving time as may be in current use in this city. Official traffic-control devices. All signs, signals, markings and devices not inconsistent with this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic. Operator. Every individual who shall operate a vehicle as the owner thereof or as the agent, employee or permittee of the owner, or any person in control of or assuming control of a vehicle. Owner. Any person who holds the legal title to a vehicle or who has the legal right of possession thereof or the legal right of control of a vehicle. Park or parking. The standing of a vehicle, whether occupied or not, otherwise than a temporary stopping of such vehicle for the purpose of and while actually engaged in loading or unloading passengers, merchandise or other cargo; except an involuntary stopping of such vehicle by reason of mechanical failure or direction of a policeman. Parking meter space. The space alongside the curb in which a vehicle shall be properly parked, which shall be indicated clearly by painted lines or otherwise, and adjacent to which a parking meter is installed within four (4) feet of the front line of such space. Parking meter zone. That certain zone fronting on the streets and avenues as is designated by the city council and wherein parking meters are installed. Pedestrian. Any person afoot. Policeman or police officer. Any member of the police department of the city authorized by law to make arrests in traffic offenses. Private road or driveway. Every way or place in private ownership and used for vehicular travel by the owner and those having express or implied permission from the owner but not by other persons. Railroad. A carrier of persons or property upon cars, operated upon stationary rails.
