SECTION 2. That the reappropriations of Revenue Sharing Entitlement No. 15 as shown on the said Exhibit A are hereby approved and adopted. SECTION 3. That Ordinance 1983-45 adopted September 12, 1983 which set forth an itemized estimate of the expense of conducting each administrative unit of the municipal government of said City for the fiscal year beginning October 1, 1983 and ending on Sep- tember 30, 1984, and appropriated money for the various funds and purposes of such estimate, be, and the same is hereby, amended as set forth in Exhibit B which is attached hereto and is incor- porated herein, in words and figures as shown therein, for all intents and purposes. SECTION 4. That the said revisions and reappropriations which shall be the amended budget for the City of San Marcos, Texas, for the fiscal year 1983-84 beginning October 1, 1983 and ending on September 30, 1984 be, and the same are hereby, approved and adopted. SECTION 5. That the importance of this Ordinance creates an emergency and an imperative purpose necessary that the provisions of the charter requirng that ordinances shall be read at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage be suspended and these provisions are hereby suspended, and this Ordinance shall take effect and be in full force and effect from and after its adoption and publication in a newspaper of general circulation within the City.
