FOR THE PURPOSE OF CONSTRUCTING, IMPROVING AND EQUIPPING A PUBLIC WORKS COMPLEX FOR SAID CITY; AND SHALL SAID CITY COUNCIL BE AUTHORIZED TO LEVY AND CAUSE TO BE ASSESSED AND COLLECTED ANNUA L AD VA LOREM TAXES IN AN AMOUNT SUFFICIENT TO PAY THE A NNUA L INTEREST ON SAID BONDS AND PROVIDE A SINKING FUND TO PAY SAID BONDS AT MATURITY? PROPOSITION NO. 9 SHALL THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, BE AUTHORIZED TO ISSUE THE BONDS OF SAID CITY IN ONE OR MORE SERIES OR ISSUES, IN THE AGGREGA TE PRINCIPAL AMOUNT OF $6,200,000, WITH THE BONDS OF EACH SUCH SERIES OR ISSUE, RESPECTIVELY, TO MATURE SERIALLY WITHIN NOT TO EXCEED 40 YEARS FROM THEIR DATE, AND TO BE SOLD AT SUCH PRICE OR PRICES AND BEAR INTEREST AT SUCH RATES OR RATES AS SHALL BE DETERMINED WITHIN THE DISCRETION OF THE CITY COUNCIL OF SAID CITY AT THE TIME OF ISSUANCE, FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING ADDITIONS, IMPROVEMENTS AND EXTENSIONS TO, AND EQUIPPING, THE CITY'S WATERWORKS SYSTEM; WITH SAID BONDS TO BE SECURED BY AND PAYABLE FROM A LIEN ON AND PLEDGE OF THE NET REVENUES FROM THE OPERATION OF SAID CITY'S WATERWORKS AND SEWER SYSTEM? Section 2. The election precincts and polling places for said election, together with the persons hereby appointed to serve as Presiding Judge and Alternate Presiding Judge for each of said polling places shall be and are hereby established and designated in Exhibit "A" attached hereto, which is incorporated herein by reference and made a part of this Ordinance for all purposes. Each Presiding Judge shall appoint not less than two (2) clerks to serve and assist in holding said election; provided that if the Presiding Judge of a polling place serves, the Alternate Presiding Judge of such polling place shall be one of the clerks. Section 3. On election day the polls shall be open from 7:00 A.M. to 7:00 P.M.. Section 4. Absentee voting shall be conducted by the City Secretary in the City Hall, 630 East Hopkins, San Marcos, Texas 78666, within said City. A branch office for conducting absentee voting by personal appearance in said election is hereby established at the Administration Building, San Marcos Consolidated Independent School District, 501 South L.B.J. Drive, within said City. For the period absentee voting is permitted by law, the hours designated for absentee voting shall be from 8:00 A.M. to 5:00 P.M. on each day except Saturdays, Sundays and official State holidays. The persons hereby appointed to the Special Canvassing Board for absentee voting are shown in Exhibit "A" attached hereto. The Presiding Judge thereof shall appoint at least two ( 2) clerks who shall serve with the Presiding Judge as such Special Canvassing Board as provided by law; provided that if the Presiding Judge actually ser- ves, the Alternate Presiding Judge shall be one of the clerks. Section 5. An electronic voting system, as defined in Article 7.15, V.A.T.S. Election Code, shall be used in said election. Said system shall be used for all absentee voting as well as for all precinct voting conducted on election day. Sufficient voting equipment to accomodate the voters shall be provided for absentee voting and at each of the -4-
