Charge for New Construction by Low Income Persons and Families A Capital Recovery Fee equal to I.O% of the fair market value of improvements to be constructed as per the building and/or plumbing permit application shall be paid for new improvements on any single-family dwelling unit located in the City of San Marcos and owned by a person, persons, family or families who would qualify for assistance under the rules, regulations or guidelines promulgated or used by Community Action, Inc. of Hays, Caldwell and Blanco Counties. Such person, persons, family or families or their designated representatives shall present to the Director of Public Works or his designated representative a certificate verifying such qualification, which certificate shall be obtained from Community Action, Inc. of Hays, Caldwell and Blanco Counties prior to said owner's application for such permit or permits. Section 30-45. Computation of Living Unit Equivalents for Various Permitted Uses. LUE= LUE for type of use times number of units in development. 1. Industrial .0002 LUE/sq ft of bldg with adjustments for increases in CRFN fee due on an annual basis for the following three years. Adjustment procedures used will follow process outlined in Section 30-48.
