<br /> SECTION 3. That said amount of Six Hundred Dollars <br />($600.00) per month is hereby established as the user f.ee in <br />the nature of a licensing tax to be charged by said city for <br />the use of said streets and highways in said City by <br />Transportation Enterprises, Incorporated. <br /> SECTION 4. That the city Manager of the City of San <br />Marcos, Texas is hereby directed to charge to, and collect <br />from Transportation Enterprises, Incorporated such $600.00 <br />monthly user fee for such use of said streets and highways <br />from May 1, 1983 to the present, such payments to be made <br />within thirty (30) days of billing, and is hereby directed to <br />continue such monthly billing and collection of said user fee <br />for as long as Transportation Enterprises, Incorporated <br />continues to use said streets and highways for said shuttle <br />bus service without a franchise agreement therefor or until <br />the City of San Marcos, Texas adopts a comprehensive <br />ordinance regulating the operation of buses in said City. <br /> SECTION 5.
