69 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 28, 1985 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Bill Coddington Gerald G. Farr Fred Guerra Betty Jane Kissler Jaime Moore City Manager A. C. Gonzalez City Secretary Janis K. Womack City Attorney Lamar W. Hankins Fire Chief Oscar Carpenter Director of Env. and Engineering Steve Jenkins Director of Public Works George Boeker Director of Finance Nora Chavez Director of Planning Frank Robbins Police Chief Myron Galchutt Director of Parks and Recreation Rodney Cobb Also Present: Jerri Martin, Brenda Smith, Ruth Ault, Vince VandeWalle, Jeff Kester, Jim Gandy, Jim Byrn, Terry Colley, Mark Hendricks, Joe Dobie, Lucky Tomblin, Gregg Echols and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Special Meeting held January 14, 1985 at 6:30 p.m. Ms. Kissler moved to approve the minutes and Mr. Guerra seconded the motion, which passed unanimously. Mayor Craddock .introduced for consideration approval of the minutes of the Special Meeting held January 14, 1985 at 7:00 p.m. Mr. Brown moved to approve the minutes and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held January 14, 1985 at 8:20 p.m. Mr. Coddington moved for approval of the minutes and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an appointment to complete a vacancy on the Parks and Recreation Board. Mayor Craddock moved to appoint John Angell to complete the vacancy of Joe DeLeon and Mr. Coddington seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, M1ENDING ORDINANCE 1984-86 ADOPTED SEPTEMBER 13, 1984 WHICH SET FORTH AN ITEMIZED ESTIM- ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1984 AND ENDING ON SEPTEMBER 30, 1985, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; TO RE- VISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS¡ ADOPTING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMERGENCY.
