VOTES: FOR BONDS FOR WATERWORKS SYSTEM IMPROVEMENTS 31\ VOTES: AGAINST Section 3. As a result of said election, and in conformity with law, this City Council is authorized to issue the bonds of and on behalf of said City in the amount and for the purposes mentioned in the propositions set forth in the proceedings calling said election, as and to the extent hereinabove provided as having been approved by the resident qualified electors of said City voting at said election. Section 4. The public importance of this measure and the fact that it is to the interest of the City and its inhabitants to provide funds for the improvements herein contemplated at the earliest possible date for the immediate preservation of the public peace, he al th and safety constitute an emergency and an imperative public necessity, requiring that this Ordinance take effect and be in full force immediately upon its passage; all ordinance and/or Charter rules requiring ordinances to be read on three ( 3) several days are hereby dispensed with for the purpose of adopting this Ordinance as an emergency ordinance; and this Ordinance shall take effect and be in force and effect from and after its final passage as provided by the Charter of said City.
