An addition of 1.75 MG is proposed to supplement the <br /> existing capacity of 1.35 MG. Therefore, the additional requirements are <br /> 0.08 MG for 1983 plus 0.11 MG for 1987, leaving 1.56 MG as surplus <br /> storage. On this basis the elevated storage improvements cost has been <br /> assigned as follows: 5 percent each to existing development and new <br /> growth through 1987, and 90 percent to new development after 1987. <br /> The low percentage requirements shown for development through 1987 should <br /> not be misconstrued as a minimization of the need for these improvements. <br /> Elevated storage in the areas planned is definitely needed now. The <br /> sizing of the tank was based on future needs and the desire to maintain <br /> the 80/20 percent ratio between ground and elevated storage. It is <br /> typically not economical to size elevated tanks for design periods less <br /> than that used in the report. <br /> The total cost for facility improvements is estimated at $3,457,300. <br /> In summary, it is estimated that capital improvements to the water <br /> distribution system required through 1987 will cost approximately <br /> $9,951,800. It is recommended that $2,467,050 of this cost be borne by <br /> the existing development served by the system. Of the remaining amount <br /> $1,036,250 should be paid by new development added to the system through <br /> 1987, with $6,448,500 assigned to development beyond 1987. Using the <br /> population projections cited earlier and a factor of 3.5 persons per <br /> connection (based on single-family living units), a cost of $1,245 per <br /> connection is estimated for growth through 1987. Beyond the year 1987, it <br /> is difficult to estimate the cost per connection since additional <br /> pipelines and facilities will be required at that time. However, without <br /> these additional improvements, the cost per connection to development <br /> after 1987 is estimated to be $1,245. <br /> The estimated costs used in this ~eport were taken from those presented in <br /> the "San t'iJarcos Water System Study" performed by Freese and Nichol s, Inc., <br /> in February, 1983. The costs have been adjusted for inflation to <br /> represent mid-1984 costs. For work done after that time, a 6% increase <br /> per year is suggested to allow for future inflation. Prior to 1987, the <br /> capital recovery fee should be reviewed, with consideration given to the <br /> amount and nature of ongoing development, as well as additional <br /> improvements which may be indicated at that time. <br />
