<br /> A RESOLUTION OF THE CITY COUNCIL OF THE
<br /> CITY OF SAN MARCOS, TEXAS, DECLARING
<br /> THE POPULATION OF THE CITY OF SAN MARCOS
<br /> AND ESTABLISHING THE EXTRATERRITORIAL
<br /> JURISDICTION OF THE CITY UNDER ARTICLE
<br /> 970a, MUNICIPAL ANNEXATION ACT, VERNONS
<br /> ANNOTATED CIVIL STATUTES AND DECLARING
<br /> AN EFFECTIVE DATE.
<br /> WHEREAS, the 1980 United States Census found that
<br /> the population of the City of San Marcos was 23,420; and,
<br /> WHEREAS, the population of the City of San Marcos
<br /> has increased substantially since the Census was
<br /> taken in 1980; and,
<br /> WHEREAS, new residential dwelling units permitted
<br /> in the City of San Marcos from April 1, 1980 to December 31,
<br /> 1983 were 2,492; and,
<br /> WHEREAS, the estimated residential occupancy rates
<br /> for the City of San Marcos for 1983 were 92.6 percent
<br /> according to the Capital Area Planning Council and the
<br /> Bureau of Business Research of the University of Texas;
<br /> and,
<br /> WHEREAS, the enrollment at Southwest Texas State
<br /> University, a university located primarily within the
<br /> city limits of the City of San Marcos, increased from
<br /> 15,400 students in the fall of 1980 to 18,314 students
<br /> in the fall of 1983; and,
<br /> WHEREAS, the Lower Colorado River Authority, the
<br /> source of electrical power for the citizens of San
<br /> Marcos, has reported that new residential electrical
<br /> connections within the city limits of the City of San
<br /> Marcos were 569 for 1980, 550 for 1981, 782 for
<br /> 1982, and 1291 for 1983; and,
<br /> WHEREAS, the Bureau of Business Research of the
<br /> University of Texas and the Capital Area Planning
<br /> Council have determined that the population of the
<br /> City of San Marcos as of December 31, 1983 is 33,311;
<br /> now, therefore,
<br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
<br /> SAN MARCOS, TEXAS:
<br /> PART 1. That the City of San Marcos, Texas, had
<br /> on December 31, 1983, and now has, a population of more
<br /> than 25,000 inhabitants and here now finds, deter-
<br /> mine s, and declares that the City of San Marcos, Texas,
<br /> is a city of more than 25,000 inhabitants, subject to
<br /> all the general laws of this state prescribing municipal
<br /> powers, functions, rights, and privileges for cities
<br /> and towns of more than 25,000 inhabitants.
<br /> PART 2. That pursuant to Article 970a, §3A(3), V.A.C.S.,
<br /> the extraterritorial jurisdiction of the City of San
<br /> Marcos is now two (2) miles from the present city limits
<br /> or the city limits that may hereafter be established.
<br /> PART 3. That the Subdivision Ordinance, Appen-
<br /> dix C of the Code of Ordinances of the City of San
<br /> Marcos, Texas, shall be enforced in its entirety in
<br /> the two (2) mile extraterritorial j1:risdiction.
