<br /> 122 <br /> OUTLINE FOR DISCUSSION ON <br /> WASTEWATER CAPACITY UPDATE <br /> AND POSSIBLE POLICIES REGARDING REMAINING CAPACI'rY <br />1. Existing Capacity: <br /> 1000 LUE's Established November 28, 1983 <br /> 409 Paid for and allocated <br /> 591 Balance <br /> 347 Requested by not issued <br /> 244 Available to be allocated <br />2. Future Capacity: <br /> A. Requests for reservations in chronological order: <br /> 152 --Park Place (I-35/Highway 123) <br /> 294 --San Marcos Ranch property (Ranch Road 12) <br /> 50 --San Marcos Business Park (Redwood Road/Hunter Road) <br /> 20 --Springlake West (adjacent to Timbers) <br /> B. Operational understandings are: <br /> 1) Each request will be considered by Council on first come <br /> first serve basis¡ and, <br /> 2) If allocated by City Council, the reservation represents <br /> a commitment for future capacity for six ( 6) years¡ <br /> provided however, the certificates of occupancy will not <br /> be issued to the subject reservation holder (no sewerage <br /> hookup will be installed) until the anticipated <br /> additional capacity is on-line and that the capacity is <br /> sufficient to handle all other commitments granted by <br /> Council before the subject reservation holder received <br /> his approval. <br /> 3) Building permits can be issued before permanent <br /> improvements are on-line provided it 1S clear applicant <br /> cannot obtain certificates of occupancy until permanent <br /> improvements are on-line. <br />3. Interium Capacity (Package Plant Option): <br /> A. The possibility exists to develop a small package plant¡ cost <br /> estimate between $.80 to $1.50 per gallon¡ plants can be <br /> purchased to handle 50,000 to 1 million gallons per day. <br /> B. Applicants might be directed to pay cost up front <br /> (approximately ~350 per LUE) plus the normal LUE charge with <br /> the understanding that hookup is made when package plant is <br /> on-line. <br /> C. Package Plant could be relocated at some future time to <br /> assist in handling development in other drainage basins. <br /> D. Possible Policies Regarding Interium Plant Capacity: <br /> 1) All multifamily (attached housing) and large (over 5 <br /> LUE's per project) commercial and industrial applicants <br /> might be directed to use package plant capacity leaving <br /> existing capacity for single family and small commercial <br /> and industrial. This policy may be directed at only new <br /> applications or those included 1n the 347 currently <br /> pending. <br /> 2) Commitment for future reservations would be modified to <br /> include provision that the applicant would be required <br /> to pay additional package plant charge if the hookup is <br /> made before permanent plant facilities are on-line. <br /> Small users would not be subject to the additional <br /> charge. <br />
