<br /> ORDINANCE 1984-55
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE
<br /> CITY OF SAW MARCOS, TEXAS, AMENDING OR-
<br /> DINANCE 1983-45, ADOPTED SEPTEMBER 12,
<br /> 1983, WHICH SET FORTH AN ITEMIZED ESTIMATE
<br /> OF THE EXPENSE OF CONDUCTING EACH ADMIN-
<br /> ISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT
<br /> OF SAID CITY FOR THE FISCAL YEAR BEGINNING
<br /> OCTOBER 1, 1983, AND ENDING ON SEPTEMBER 30,
<br /> 1984, AND APPROPRIATED MONEY FOR THE VARIOUS
<br /> FUNDS AND PURPOSES OF SUCH ESTIMATE; TO REVISE
<br /> SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS;
<br /> ADOPTING SAID REVISIONS AND ESTIMATES AND
<br /> DECLARING AN EMERGENCY.
<br /> WHEREAS, after publication of notice on August 5, 1983,
<br />the City Council of the City of San Marcos, Texas, held a
<br />public hearing on August 15, 1983, on the budget proposed
<br />by the City Manager for said City for the fiscal year beginning
<br />October 1, 1983; and,
<br /> WHEREAS, at said public hearing all interested persons
<br />were given an opportunity to be heard for or against any item
<br />o~ the amount of any item therein contained; and,
<br /> WHEREAS, public hearings to consider proposed uses of
<br />Revenue Sharing Entitlement No. 15 funds were held on August
<br />1, 1983, and August 15, 1983; and,
<br /> WHEREAS, after said public hearings, the City Council
<br />of the City of San Marcos, Texas, adopted the budget for said
<br />City for the fiscal year beginning October 1, 1983, and ending
<br />September 30, 1984, on September 12, 1983, and,
<br /> WHEREAS, said budget set forth itemized estimates of the
<br />expense of conducting the San Marcos municipal government for
<br />said fiscal year and appropriated money for the various funds
<br />and purposes of such estimate; and,
<br /> WHEREAS, in accordance with Section 8.16 of the City
<br />Charter of the Ci ty 0 f San Marcos, Texas, said City Council
<br />declares that a public necessity exists which requires amend-
<br />ment of said budget; now, therefore,
<br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN
<br />MARCOS, TEXAS:
<br /> SECTION 1. That Ordinance 1983-45, adopted September
<br />12, 1983, which set forth an itemized estimate of the expense
<br />of conducting each administrative unit of the municipal govern-
<br />ment of said city for the fiscal year beginning October 1, 1983,
<br />and ending on September 30, 1984, and appropriated money for
<br />the various funds and purposes of such estimate, be, and the
<br />same is hereby, amended as set forth in Exhibit A which is
<br />attached hereto and is incorporated herein, in words and figures
<br />as shown therein, for all intents and purposes.
<br /> SECTION 2. That the said revisions and reappropriations
<br />which shall be the amended budget for the City of San Marcos,
<br />Texas, for the fiscal year 1983-84 beginning October 1, 1983,
<br />and ending on September 30, 1984, be, and the same are hereby,
<br />approved and adopted.
<br /> SECTION 3. That the importance of this Ordinance creates
<br />an emergency and an imperative public necessity so that the
<br />provisions of the charter requiring that ordinances shall be
<br />presented at three separate meetings and that no Drdinance shall
<br />become effective until the expiration of ten (10) days following
<br />the date of its final passage be suspended and these provisions
<br />are hereby suspended, and this Ordinance shall be effective,
<br />retroactively, as of April 1, 1984 from and after its adoption
<br />and after its publication in a newspaper of general circulation
<br />within the city.
