Kathleen Miller, a resident of the Tanglewood Subdivision <br />said she did not want to see the taxpayers and homeowners penalized. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING SECTION 1 OF ORDINANCE 1984- <br />100 ADOPTED NOVEMBER 5, 1984 WHICH DECLARED A BUILD- <br />ING MORATORIUM FOR 120 DAYS ON DEVELOPMENTAL APPROVALS, <br />INCLUDING APPROVAL OF ZONING CHANGES, PLATS AND BUILDING <br />PERMITS, ON ALL LAND AREA LOCATED WITHIN THE ONE HUNDRED <br />(100) YEAR FLOOD PLAIN OF THE SAN MARCOS RIVER TO EXTEND <br />SAID MORATORIUM THROUGH JUNE 11, 1985 AND DECLARING AN <br />EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced the receiving of the Airport Commission's <br />annual report. Betty Stansbury was present and stated the Commissioners <br />were not present to review the report with the Council, but that she <br />was present to answer any questions of thèCoùncil an the report, <br />a copy of which is attached to these minutes. <br /> <br />Mayor Craddock introduced for consideration approval to waive the re- <br />quired time limits of appeal to the City Council from the decision of <br />the Zoning Board of Adjustments upon a showing of good cause (Erik <br />Goodman appeal of ZBOA's denial of variance on December 11, 1984 re- <br />garding parking spaces at 215 N. Comanche). Mr. Guerra moved to <br />waive the appeal for a showing of good cause and Ms. Kissler seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration action regarding the appeal <br />of Erik Goodman from the ZBOA's decision of December 11,1984 regarding <br />a parking variance at property known as 215 N. Comanche. Mr. Goodman <br />says there are five parking spaces available and without the variance <br />eleven parking spaces would be required. Mr. Coddington moved to approve <br />the variance request of Mr. Goodman and Mr. Moore seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: Brown, Coddington, Farr, Craddock, Kissler, Moore. <br /> <br />NAY: Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 AND SECTION 9 OF <br />THAT ORDINANCE ADOPTED JANUARY 28,1985 ORDERING A <br />JOINT GENERAL ELECTION BY SAID CITY AND THE SAN MAR- <br />COS CONSOLIDATED INDEPENDENT SCHOOL DISTRICT, TO BE <br />HELD IN THE CITY OF SAN MARCOS, TEXAS ON APRIL 6, <br />1985 FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEM- <br />BER, PLACE FIVE, AND A CITY COUNCIL MEMBER, PLACE <br />SIX, AND TO BE HELD WITHIN AND WITHOUT THE CORPORATE <br />LIMITS OF SAID CITY ON APRIL 6, 1985 FOR THE PURPOSE <br />OF ELECTING A SCHOOL DISTRICT BOARD OF TRUSTEES MEM- <br />BER, PLACE ONE, AND A SCHOOL DISTRICT BOARD OF TRUSTEES <br />
