<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
<br /> OF SAN MARCOS, TEXAS, AMENDING ORDINANCE 1983-
<br /> 45, ADOPTED SEPTEMBER 12, 1983, WHICH SET FORTH
<br /> AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING
<br /> EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERN-
<br /> MENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING
<br /> OCTOBER 1, 1983, AND ENDING ON SEPTEMBER 30, 1984,
<br /> AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND
<br /> PURPOSES OF SUCH ESTIMATE; TO REVISE SAID ESTIMATES
<br /> AND TO REAPPROPRIATE SAID FUNDS; ADOPTING SAID
<br /> REVISIONS AND ESTIMATES AND DECLARING AN EMERGENCY.
<br /> WHEREAS, after publication of notice on August 5, 1983, the
<br />City Council of the City of San Marcos, Texas, held a public hearing
<br />on August 15, 1983, on the budget proposed by the City Manager for
<br />said City for the fiscal year beginning October 1, 1983; and,
<br /> WHEREAS, at said public hearing all interested persons were
<br />given an opportunity to be heard for or against any item or the
<br />amount of any item therein contained; and,
<br /> WHEREAS, public hearings to consider proposed uses of Revenue
<br />Sharing Entitlement No. 15 funds were held on August 1, 1983, and
<br />August 15, 1983; and,
<br /> WHEREAS, after said public hearings, the City Council of the
<br />City of San Marcos, Texas, adopted the budget for said City for the
<br />fiscal year beginning October 1, 1983, and ending September 30, 1984,
<br />on September 12, 1983; and,
<br /> WHEREAS, said budget set forth itemized estimates of the expense
<br />of conducting the San Marcos municipal government for said fiscal
<br />year and appropriated money for the various funds and purposes of
<br />such estimate; and,
<br /> WHEREAS, in accordance with Section 8.16 of the City Charter
<br />of the City of San Marcos, Texas, said City Council declares that a
<br />public necessity exists which requires amendment of said budget; now,
<br />therefore,
<br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br /> SECTION 1. That Ordinance 1983-45, adopted September 12, 1983,
<br />which set forth an itemized estimate of the expense of conducting
<br />each administrative unit of the municipal government of said city
<br />for the fiscal year beginning October 1, 1983, and ending on September
<br />30, 1984, and appropriated money for the various funds and purposes
<br />of such estimate, be, and the same is hereby, amended as set forth
<br />in Exhibit A which is attached hereto and is incorporated herein,
<br />in words and figures as shown therein, for all intents and purposes.
<br /> SECTION 2. That the said revisions and reappropriations which
<br />shall be the amended budget for the City of San Marcos, Texas, for
<br />the fiscal year 1983-84 beginning October 1, 1983, and ending on
<br />September 30, 1984, be, and the same are hereby, approved and adopted.
<br /> SECTION 3. That the importance of this Ordinance creates an
<br />emergency and an imperative public necessity so that the provisions
<br />o£ the charter requiring that ordinances shall be presented at three
<br />separate meetings and that no ordinance shall become effective until
<br />the expiration of ten (10) days following the date of its final passage
<br />be suspended~ and these provisions are hereby suspended, and this
<br />Ordinance shall take effect and be in full force and effect from and
<br />after its adoption and after its publication in a newspaper of general
<br />circulation within the City.
