<br />Moratorium Report <br />Page 9 <br />GREENBELT AREAS <br /> Just prior to the initiation of the moratorium, there was some <br />discussion as to the possible methods whereby open space might be <br />acquired for Greenbelt areas. Unfortunately, this is an area of study <br />the staff has not had sufficient time to research. However, some of <br />the areas which are desirable for greenbelts are within Priority Area <br />I. If a moratorium is extended to cover this are a, staff will have <br />additional time to study the feasibility of open space acquisition <br />before further development occurs. <br /> There are other areas in the City which are desirable (e.g., along <br />the San Marcos and Blanco Rivers) for acquisition. Staff will continue <br />the effort to research the literature to find innovative ideas for <br />greenbelt development and to identify possible sources of funding. <br />Interns working with the sta ff this sununer will be directed to <br />investigate this subject. <br />TRAFFIC PROBLEMS <br /> Map I illustrates various arterials of the City where traffic <br />problems are mounting to a critical level. Unfortunately, most of <br />these arterials are in locations where there is insufficient right of <br />way (ROW). <br /> Of those thoroughfares highlighted, three have some definite work <br />being planned. The City Council has recently taken action to <br />participate in the Urban Systems Program for the improvement of <br />University Drive. Plans are currently being 'designed by the Highway <br />Department. Expected construction for a five-lane expansion is <br />targeted for next calendar year. State Highway 80, from IH 35 to the <br />Blanco River bridge, is to be improved by the Highway Department to <br />five lanes. Expected construction may occur this calendar year. The <br />Blanco River r idg e is on the State's 20-year plan but is currently not <br />a high priority. Post Road 1S included in the City's bond program for <br />$500,000. <br /> The other arterials illustrated as problems, Hopkins, Ranch Road <br />12, North LBJ, and Eastwood are not included 1n any funding program at <br />
