<br />Moratorium Report <br />Page 11 <br />departments varied greatly 1n sophistication and approach making it <br />difficult to come to any general conclusions. But the exercise was <br />valuable in bringing together information from the staff on how growth <br />impacts not only capital improvements costs but maintenance costs as <br />well. <br /> Based on their responses, a CAPCO model just recently developed, <br />and other literature available on the subject an intern project will be <br />started immediately to collate the results of the survey and to develop <br />a San Marcos model which might be useful in helping assess growth fees <br />in the future. The report will be due August 31, 1984. <br />ANNEXATION POLICY <br /> Staff and Council have often discussed the merits of pursu1ng an <br />aggressive annexation policy. In addition, there has recently been <br />substantial publicity concerning municipal utility districts ( MUD's) <br />and how they are created in response to Austin's attempt or failure to <br />extend its City limits. <br /> In order to shed some light on the subject, I have attached <br />Appendix J which is the executive summary of Financial Management and <br />Policy Impact report developed by the City of Austin's staff. This <br />executive summary highlights major conclusions reached by the Austin <br />staff concerning the benefits and costs of MUD's in relation to <br />annexation policy. Since this report is based on the experiences of <br />one of our neighbors, the information may provide important insights <br />into San Marcos' future. <br />GROWTH FEES <br /> Staff was also asked to suggest ways by which additional revenue <br />might be generated to help pay for all the improvements cited in this <br />report. Since they were also directed to come up with methods that <br />would be considered innovative, some of the suggestions are unusual but <br />none are inappropriate. <br /> Below is a list of the suggestions made by the various City <br />departments to generate new revenues (in no particular order): <br />
