<br /> A. Procedure: Before taking action on any proposed <br /> amendment, supplement or change: <br /> 1. The zoning commission shall hold public hearings <br /> thereon before submitting its recommendation. <br /> 2. a. Applications for a zoning change shall be <br /> made on forms provided by the City. <br /> b. The same zoning request shall not be <br /> considered on any parcel more than once <br /> in any twelve-month period of time <br /> unless the zoning commission, by a three- <br /> fourths vote of members present, determines <br /> that there has been a substantial change <br /> in conditions surrounding the subject <br /> land since the prior request, and agrees <br /> to reconsider the request. <br /> c. The staff shall review all zoning requests, <br /> and provide the zoning commission with <br /> their concerns and comments, and make <br /> sure that the commission has sufficient <br /> information to make a recommendation. <br /> 3. Written notice of all public hearings on proposed <br /> changes in classifications shall be sent to all <br /> owners of property, or to the person rendering <br /> the property for city taxes, affected by such <br /> proposed changes in classifications and to all <br /> owners of property, or to the person rendering <br /> the property for city taxes, located within two <br /> hundred (200) feet of any property affected <br /> thereby within not less than ten (10) days before <br /> any such hearing is held. Such notice may be <br /> served by depositing the same, properly addressed <br /> and postage-prepaid, in the city post office. <br /> Where property lying within two hundred (200) <br /> feet of the property proposed to be changed is <br /> located in territory which was annexed to the <br /> city after the final date of making the renditions <br /> which are included on the last approved city <br /> tax roll, notice to such owners shall be given <br /> by publication in the manner provided by (this) <br /> paragraph 3. <br /> B. Public hearings: After receipt of the final report <br /> from the zoning commission, a public hearing shall <br /> be held by the city council before adopting any <br /> proposed amendment, supplement or change. Notice <br /> of such hearing shall be given by publication one <br /> time in a newspaper of general circulation in the <br /> City of San Marcos stating the time and place of <br /> such hearing, which time shall be not less than <br /> fifteen (15) days nor more than twenty (20) days <br /> from the date of publication. <br /> C. Joint meetings: In cases where the city council <br /> deems it feasible and practicable to do so, public <br /> hearings provided for herein to be held before the <br /> zoning commission and the city council, respectively, <br /> may be held jointly before the commission and <br /> council, and the city council shall not take final <br /> action until it has received the final report of the <br /> zoning commission. <br /> D. Protests and recommendations for denial: <br /> 1. In case of a written protest against any change <br /> 1n zoning, signed by the owners of twenty (20) <br /> per cent or more either of the area of the lots <br /> or land included in such proposed change, or of <br />
