<br /> -59- <br /> shall be deemed a nonconforming use and <br /> subject to the terms and conditions of <br /> Section 39 herein. Except that, when <br /> any applicable nonconforming structure <br /> is structurally altered, adequate parking <br /> spaces which meet the requirements of <br /> the regulations and standards adopted <br /> herein shall be requ~red for the entire <br /> structure and use. <br /> m. No occupancy permit shall be issued by <br /> the chief building inspector of the city <br /> until the terms and conditions of this <br /> ordinance have been met, as certified <br /> by the Office of the Director of Public <br /> Works. <br /> n. All parking areas and parking spaces shall <br /> be designed and constructed to protect <br /> adjacent residences from the direct glare <br /> of headlights of vehicles using the parking <br /> area. In accordance, all off-street parking <br /> areas shall be effectively screened on each <br /> side by a solid wall or fence from any <br /> adjoining property zoned single-family. Such <br /> wall or fence shall not be less than four <br /> ( 4) feet or more than six ( 6) feet in <br /> height, shall be placed on the property line, <br /> and shall be maintained in good condition <br /> without any advertising thereon. The <br /> space between such wall or fence and the lot <br /> line of any adjoining residential property <br /> shall be landscaped with grass, hardy <br /> shrubs or evergreen ground cover. In lieu <br /> of such wall or fence, a strip of land not <br /> less than ten (10) feet in width and planted <br /> and maintained with an evergreen hedge, or <br /> dense planting of evergreen shrubs, not <br /> less than four (4) feet in height, may be <br /> substituted. <br /> Pursuant to the adoption of such standards and regula- <br /> tions, Exhibits A through D attached to said ordinance <br /> and incorporated herein be, and are hereby approved, <br /> enacted, and adopted. <br /> Section 38. Landscaping and buffering. <br /> Note: See Article 14 1/2 for requirements for <br /> landscaping and buffering which is incorporated herein <br /> in its entirety. <br /> Section 39. Nonconforming uses. <br /> A. General policy: The general public, the city <br /> council and the planning board are directed to take <br /> note that nonconformities in the use and development <br /> of land and buildings are to be avoided, or eliminated <br /> where now existing, wherever and whenever possible, <br /> except: <br /> 1.
