<br /> ATTACHMENT "A", Page 15 - 4 - <br /> 8. Any equipment borrowed will be by E.O.C. All <br /> City equipment will be at the command of the <br /> coordinator. <br /> Any refugees from disasters or relocatees as <br /> a host city under ser1es "E" will be listed <br /> at E.O.C. <br /> 9. We use news media and exercises to evacuate <br /> populace. <br /> 10. All agencies will be contacted by E.O.C. through <br /> comprehensive plans adopted by San Marcos. <br /> 11. We hold periodic tests and critique the test <br /> afterwards. <br /> 12. 'de release through news media and radio, periodic <br /> information to the public. <br /> 13. News media are invited to test. Only information <br /> disseminated during disasters would be through a <br /> spokesperson for E.O.C. <br /> 14. Hopefully, the entire population is aware of our <br /> test and drills. We have had several flash floods <br /> and tornados. <br /> 15. DPS has channeled transient population before when <br /> our facilities are full. They send them to other <br /> cities. <br /> 16. ~'Je remain before, during and after a disaster with <br /> local, state, N.O.A.A. and all agencies through <br /> communication systems. <br /> FUNCTION "H" <br /> Elements: 1, 2 f 3, 4, 5, 6, 7 <br /> 1. FIe maintain a list of personnel 1n vital positions <br /> and several back-up people to assure leadership <br /> and authority. <br /> 2. The E.O.C. keeps records by department to ensure <br /> operations will be maintained. Governmental <br /> records will be kept at City Hall. <br /> 3. Delegation of authority will be maintained by <br /> chain-of-command, e.g. Hayor, Mayor Pro-Tem, <br /> coordinator, assistant coordinator. <br /> 4. Checklists of our organizational chart are glven to <br /> the assistant coordinator and Police Chief. <br /> 5. Checklists are set forth in our organizational and <br /> operational chart. <br /> 6. The police headquarters is the alternate E.O.C. <br /> site. We can use the same radio frequencies. <br /> 7 . ¡'Ie have no bomb-proof facilities. hie do have fall- <br /> out shelters. <br /> FUNCTION "I" <br /> Elements: 1, 2, 3, 4 f 5, 6, 7, 8, 9, 10 <br /> 1. Our lodging facilities for the citizens of <br /> San Marcos and others are outlined in Series "E". <br /> 2. The majority of our fallout shelters are 1n <br /> basements of buildings at S.\il.T.S.U. campus. <br /> 3. All basements in San Harcos are non-standard. <br />
