<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN
<br /> MARCOS, TEXAS, AMENDING ORDINANCE 1983-45, ADOPTED
<br /> SEPTEMBER 12, 1983, WHICH SET FORTH AN ITEMIZED
<br /> ESTIMATE OF THE EXPENSE OF CONDUCTING EACH
<br /> ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID
<br /> CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1983, AND
<br /> ENDING ON SEPTEMBER 30, 1984, AND APPROPRIATED MONEY
<br /> FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE; TO
<br /> REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS;
<br /> ADOPTING SAID REVISIONS AND ESTIMATES AND DECLARING AN
<br /> EMERGENCY.
<br /> WHEREAS, after publication of notice on August 5, 1983, the City
<br />Council of the City of San Marcos, Texas, held a public hearing on
<br />August 15, 1983, on the budget proposed by the City Manager for said
<br />City for the fiscal year beginning October 1, 1983; and,
<br /> WHEREAS, at said public hearing all interested persons were given
<br />an opportunity to be heard for or against any item or the amount of any
<br />item therein contained; and,
<br /> WHEREAS, public hearings to consider proposed uses of Revenue
<br />Sharing Entitlement No. 15 funds were held on Augus t 1, 1983, and
<br />August 15, 1983; and,
<br /> WHEREAS, after said public hearings, the City Council of the City
<br />of San Marcos, Texas, adopted the budget for said City for the fiscal
<br />year beginning October 1, 1983, and ending September 30, 1984;
<br />on September 12, 1983; and,
<br /> WHEREAS, said budget set forth itemized estimates of the expense
<br />of conducting the San Marcos municipal government for said fiscal year
<br />and appropriated money for the various funds and purposes of such
<br />estimate; and,
<br /> WHEREAS, in accordance with Section 8.16 of the City Charter of
<br />the City of San Marcos, Texas, said City Council declares that a public
<br />necessity exists which requires amendment of said budget; now,
<br />therefore,
<br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS:
<br /> SECTION 1. That Ordinance 1983-45, adopted September 12, 1983,
<br />which set forth an itemized estimate of the expense of conducting each
<br />administrative unit of the municipal government of said city for the
<br />fiscal year beginning October 1, 1983, and ending on September 30,
<br />1984, and appropriated money for the various funds and purposes of such
<br />estimate, be, and the same is hereby, amended as set forth in Exhibit A
<br />which is attached hereto and is incorporated herein, in words and
<br />figures as shown therein, for all intents and purposes.
<br /> SECTION 2. That the said revisions and reappropriations which
<br />shall be the amended budget for the City of San Marcos, Texas, for the
<br />fiscal year 1983-84 beginning October 1, 1983, and ending on
<br />September 30, 1984, be, and the same are hereby, approved and adopted.
<br /> Section 3. That the importance of this Ordinance creates an
<br />emergency and an imperative public necessity so that the provisions of
<br />the charter requiring that ordinances shall be presented at three
<br />separate meetings and that no ordinance shall become effective unti I
<br />the expiration of ten (10) days following the date of its final passage
<br />be suspended, and these provisions are hereby suspended, and this
<br />Ordinance shall take effect and be in full force and ef feet from and
<br />after its adoption and after its publication in a newspaper of general
<br />circulation within the City.
<br /> PASSED, APPROVED AND ADOPTED this 9 day of July 1984.
