<br /> MINORITY BUSINESS ENTERPRISE PROGRA}l <br /> of the <br /> SAN MARCOS MUNICIPAL AIRPORT <br /> INTRODUCTION <br /> It is the City of San Marcos' policy to encourage minority participa- <br /> tion in contracts and leases at the Municipal Airport. The purpose <br /> of this program is to increase the utilization of minority business <br /> enterprises (MBE) in the awarding of contracts for construction, <br /> professional services, and/or procurements. <br /> POLICY STATEMENT <br /> It shall be the policy of the City of San Marcos to increase the oppor- <br /> tunities of Minority Business Enterprises (MBE's) for obtaining contracts <br /> awarded by the City and its subcontractors thereunder, in airport <br /> improvement projects. <br /> The City of San Marcos is committed to the principals of the MBE program: <br /> (1) providing minority and women-owned businesses \vith every <br /> opportunity to participate in airport improvement projects, and <br /> (2) to ensure that no person is discriminated against on the basis <br /> of race, color, national origin, or sex. It is the intent of <br /> the City of San Marcos to comply fully with the regulations <br /> pertaining to MBE's, 49 CFR Part 23. <br /> A committee consisting of the City Attorney (or his designee), the <br /> City Contracts Officer, and the Airport Manager shall be responsible for <br /> seeing that the goals and objectives set forth in this program are met, <br /> as well as the requirements of the 49 CFR Part 23 and the Federal <br /> Aviation Administration. <br /> DEFINITIONS <br /> A. Contract-:--Any contract awarded by the City whereby the City <br /> expends or commits the expenditure of its funds in return for work, <br /> labor, serVlces, supplies, equipment, materials, or any combination <br /> of the foregoing. <br /> B. Business Enterprise--Any legal entity which is organized to engage <br /> in such transactions as a means of livelihood, such as a sole <br /> proprietorship, partnership or corporation, but not a joint <br /> venture except as hereinafter provided. <br /> C. Minority Business Enterprise (MBE)--Means a business enterprise <br /> that is owned and controlled by one or more minority person(s). <br />
