That all other ordinances or parts of <br /> ordinances in conflict with the provisions of this Ordinance <br /> are hereby repealed except as expressly provided for herein. <br /> SECTION 3. That the City Secretary is directed to cause <br /> the caption of this Ordinance to be published in a newspaper <br /> of general circulation in the City of San Marcos according to <br /> law. <br /> SECTION 4.
