Goi-.zalez, City Manager
Water Conservation Committee ~~
FROM: Stephen Jenkins, City Engineer~
SUBJECT: Stage III Rate Design
DATE: July 23,1984 RE:
Havinq reviewed the information available, I have developed
an interim rate to be used in the event of mandatory conservation
under Stage III.
For residential customers, I reco~~end the present gallonage
rate be charged for the first 5,000 gallons. This provides
for basic household uses. The remainder of gallonage is
billed according to the following schedule:
Gallons 1/1,000 Gallons % Increase
2,001-5,000 $0.82 -
5,001-8,000 1.00 22
8,001-10,000 1.30 30
10,001 + 1.70 31
Type Customer Present Rate Proposed % Increase
2,000 gal. $4.75 $4.75 0
(min. user)
5,000 gal. 7.21 7.21 0
(low user)
10,000 gal. 11. 31 12.81 13
(avg. user)
20,000 gal. 19.51 29.81 53
(large user)
50,000 gal. 44.11 80.81 83
(larger user)
Very large users, Gary Job Corp and SWTSU, present special
problems when using available data. Under the proposed residential
rate, SWTSU would pay approximately $25,500 pe~ month using
15,000,000. If Gary Job Corp and S~ITSU implement mandatory
conservation measures, a maximum rate of $1.00 per 1,000 gallO~
for consumption above 100,000 gallons should have the desired
effect.
CSM-100
