<br />71 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting April 8, 1985 Page 7 <br /> <br /> <br />Mayor Craddock moved the Ordinance be adopted on emergency rather <br />than second reading and Mr. Farr seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading (Item 7A(8) removed from the consensus agenda), the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY CHANGING THE ZONING OF LOT 3, IN <br />THE PECAN CREEK ADDITION, SECTION 2, A SUBDIVISION <br />OF RECORD IN VOLUME 3, PAGE 52 OF THE PLAT RECORDS <br />OF HAYS COUNTY, TEXAS, AS SHOWN ON THE MAP OR PLAT <br />THEREOF, AIKIA 411 AND 413 W. SAN ANTONIO, FROM "c" <br />(COMMERCIAL DISTRICT) TO "MF-4" (MULTI-FAMILY DISTRICT); <br />AMENDING THE FUTURE LAND USE PLAN (MAP) OF THE MASTER <br />PLAN OF SAID CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved to deny approval of the Ordinance on second reading <br />and Mr. Moore seconded the motion. Floyd MacKenzie addressed the <br />Council regarding the home on the property wherein the medallion <br />had been removed by the former owner of the property, Mr. Dailey. <br />Mr. MacKenzie had discussed the medallion's removal with the Texas <br />Historical Commission and was advised any time a medallion is re- <br />moved, it should be returned to the Texas Commission, as it would <br />then become their property. He pointed out the home is also listed <br />in the City's Master Plan as an historic site. The Council discussed <br />what possible action the Historical Preservation Committee might under- <br />take to preserve this landmark on behalf of the City. On roll call the <br />following vote was recorded (TO DENY): <br /> <br />AYE: Brown, Coddington, Farr, Craddock, Moore. <br /> <br />NAY: Guerra. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading (Item 7A(9) removed from the consensus agenda), the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY CHANGING THE ZONING OF 20.91 ACRES <br />OF LAND AREA, MORE OR LESS, IN THE J. HILL BY DEED DATED MARCH 31, <br />1967 AND RECORDED IN VOLUME 216, PAGES 443-448 OF THE <br />HAYS COUNTY DEED RECORDS, AIKIA 2215 RIVER ROAD, FROM <br />IIMH" (MOBILE HOME DISTRICT) TO IIMF-411 (MULTI-FAMILY <br />DISTRICT); AMENDING THE FUTURE LAND USE PLAN (MAP) OF <br />THE MASTER PLAN OF SAID CITY AND DECLARING AN EFFECT- <br />IVE DATE. <br /> <br />Mr. Moore moved to deny the Ordinance on second reading. There was no <br />second, and the motion therefore failed. Mr. Farr then moved to approve <br />the Ordinance on second reading and Mr. Guerra seconded the motion. On <br />roll call the following vote was recorded: <br />
