providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott, and a second by Council Member <br />Prather, MOTION TO AMEND: Upon a motion made by Council Member Thomaides, and a <br />second by Council Member Becak, the City Council voted (7) for and none (0) opposed, to <br />amend by inserting the following language in "Detention and water quality ponds shall be <br />designed to avoid the need for fencing when possible. When the need for fencing cannot be <br />avoided, the fencing shall be designed to and utilize materials that complement any associated <br />building structure and the project site. Ornamental fencing, including wrought iron, wooden or <br />masonry fencing may be erected along steep side slopes or changes in grade only for safety <br />purposes, but may not be erected around the entire pond. Chain link fencing, however, is <br />prohibited. Detention and water quality ponds and facilities must, otherwise, comply with the <br />design standards set forth in the City of San Marcos Stormwater Technical Manual, including <br />requirements for location, screening and fencing not inconsistent with this Chapter and <br />applicable ordinances "MAIN MOTION: the City Council voted six (6) for and one (1) <br />opposed, Council Member Thomason to approve Ordinance 2014 -15, as previously captioned. <br />The motion carried. <br />17.Hold discussion regarding a possible amendment to Section 2.069. Absence from <br />Meetings, related to Boards and Commission Members and provide direction to Staff. <br />Following discussion the Council directed Staff to bring back a couple of options to choose from <br />amending Section 2.069 specifically striking "The chair of a board or commission shall be <br />responsible for determining whether an absence is excused. The determination is subject to <br />appeal to the entire board or commission." <br />18. Question and Answer Session with Press and Public <br />Don Eyssen, 200 Orchard, asked if when Staff held an open house on December 16`x' why they <br />specially invited engineers and developers to attend. Laurie Moyer, Director of <br />CIP /Engineering, responded. <br />19.Adiournment <br />MOTION: Upon a motion made by Council Member Scott, and a second by Council Member <br />Prewitt, the City Council voted seven (7) for and none (0) opposed, to adjourn the regular <br />meeting of the San Marcos City Council at 8:00 p.m. The motion carried unanimously. <br />4Diel gQtTero, <br />,Mayor <br />
