thanked the Council for their help with the Skate Park. She encouraged the <br />Council to set aside funds for the Skate Park. She stated she wants to <br />enlarge the park for safety issues and to move picnic tables there. 3) <br />Monte Sheffield encouraged the Council to set aside funds to secure <br />community to help with living and negative situations in Sagewood. He <br />stated they need more enforcement. 4) Junip Moore encouraged the Council <br />to add additional Police Officers. She stated the Police Department needs <br />additional help to enforce the law in the Sagewood neighborhood. 5) Bryan <br />Almanac stated he is a skater at the Skate Park and feels it is too small. <br />He encouraged the Council to add the skate bowl. 6) Angie Ramos stated she <br />feels the Skate Park is a City pride issue. She stated San Marcos has a <br />large skater population. She also stated it is important for the City to <br />back this group and help fund the expansion of the Skate Park. 7) Shawn <br />Barton stated he is a resident of San Marcos and a skater at the Park. He <br />stated there are rumors that the Council will be taking away funding for <br />the Skate Park Bowl. He encouraged the Council to fund the bowl. Mayor <br />Narvaiz asked if anyone else wished to speak. No one did, so Mayor Narvaiz <br />closed the public hearing. <br />Mayor Narvaiz introduced a public hearing on proposal to increase total tax <br />revenues from properties on the tax roll in the preceding tax year by 11.76 <br />percent. Mayor Narvaiz opened the public hearing and asked if anyone <br />wished to speak. No one did, so Mayor Narvaiz closed the public hearing. <br />Mayor Narvaiz introduced a discussion regarding any remaining 2007 -2008 <br />Budget items and direction to Staff. Mr. O'Leary stated San Marcos is <br />growing and he feels the City needs a new CIP process. He stated he would <br />like to provide this new process to begin after the new year. The Council <br />reviewed the department CIP request. The Council agreed by consensus to <br />review and evaluate the Budget CIP items for each Fiscal Year. The Council <br />agreed by consensus to consider for this budget moving up the quiet zones, <br />allocation $180,000 for Skate Park, three Battalion Chiefs and three EOC. <br />The Council then reviewed the Supplement Budget. The Council agreed to <br />consider funding the Cemetery request at $60,000.00, increase Economic <br />Development by three percent, opening the Activity Center on Sundays, <br />allocate $10,000.00 to sponsor a Veteran's Day Parade, allocate funding to <br />go toward a house down payment for police who move into an area of the City <br />where there currently with out a police officer, allocate funding to go <br />towards University Professors relocation into the City, allocate funding <br />for Downtown Master Plan public - private partnerships, allocate left over <br />funding from Economic Development War Chest to go towards the funding for <br />home down payment incentive plan for Police Officers and University <br />Professors. Allocate funding for Southside Community Center Rehad. <br />Program. Mayor Narvaiz stated the Council would discuss the Hotel Motel <br />Occupancy Funding on Wednesday, August 22, 2007 at 4:00 p.m. <br />
