Item 6A, presentation and discussion by San <br />Marcos-Hays County Migrant Project/San Marcos-Hays County Health De- <br />partment for interim funding to provide health care to migrant pa~ <br />tients was not being discussed because Mr. Robert Barnhart was unable <br />to be at the meeting¡ and Item 6B, discussion of submission of pre- <br />application for grant for addition to Cock House was not being dis- <br />cussed because the Heritage Association decided not to pursue the <br />grant this year but to wait until next year. <br /> <br />Mayor Craddock introduced a public hearing and approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1984-88 ADOPTED <br />SEPTEMBER 24, 1984 WHICH ADDED A SUBSECTION D TO SEC- <br />TION IV OF THE MASTER PLAN, TO CHANGE SAID SUBSECTION <br />D TO SUBSECTION C¡ TO AMEND SUBSECTION 3 OF SAID SUB- <br />SECTION C, IMPLEMENTING THE LAND USE ELEMENT OF THE <br />MASTER PLAN, OF SECTION IV, LAND USE, OF SAID MASTER <br />PLAN BY DELINEATING THE RESPONSIBILITIES OF THE PLAN- <br />NING COMMISSION, THE ZONING COMMISSION AND THE CITY <br />COUNCIL AND PROVIDING FOR MAP AMENDMENTS BY RESOLUTION <br />OF THE CITY COUNCIL ONLY AFTER A PUBLIC HEARING; TO <br />DELETE FROM SAID SECTION IV, SUBSECTION C, THE SUM- <br />MARY FOLLOWING SAID SUBSECTION C.3; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Craddock opened the public hearing and asked if anyone wished <br />to speak in favor or in opposition to the amendment. No one did, so <br />Mayor Craddock closed the public hearing. Two Ordinances bearing the <br />same caption were presented to the Council for their consideration, one <br />being the recommendation of th€ Planning Commission (Section IV.C.3) and <br />one being the recommendation of the Zoning Commission (Section IV.C.3). <br />Mayor Craddock moved for approval of the Ordinance on first reading, <br />which was the recommendation of the Zoning Commission and Mr. Coddington <br />seconded the motion, which passed unanimously. (Reconsidered-see Pgs. 6 & 7). <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, M1ENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY CHANGING THE ZONING OF 4.676 ACRES <br />OF LAND, BEING PART OF LOT 10, A. W. WITHERS SUBURBAN <br />TRACTS, VOLUME 61, PAGES 80-81, DEED RECORDS¡ AND THE <br />SOUTHEAST HALF OF THAT PORTION OF DENVER STREET ADJA- <br />CENT TO THIS REMAINING PORTION OF LOT 10, SAID STREET <br />HAVING BEEN ABANDONED AS RECORDED IN COMMISSIONERS' <br />COURT RECORDS, VOLUME L, PAGES 41-42, CITY OF SAN <br />MARCOS, HAYS COUNTY, TEXAS, A/K/A 2211 NORTH BISHOP, <br />FROM "R-l" (SINGLE-FAMILY DWELLING DISTRICT) AND DE- <br />CLARING AN EFFECTIVE DATE. <br /> <br />Mayor Craddock moved this matter be tabled indefinitely, as the platting <br />had not been worked out between the owner, Mr. Rutledge and the Staff. <br />Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of four Ordinances <br />on second reading and adoption of four Ordinances on third and final <br />reading by consensus. Mr. Coddington requested Item 9Bl be removed <br />from the consensus agenda. Mr. Coddington moved the remaining four <br />
