Hopkins <br />the Fiscal Year ended September 30, 2013 from the City's audit firm ABIP, P.C. <br />Heather Hurlbert, Finance Director, provided the Council with Comprehensive Annual Financial <br />Report for the Fiscal Year ended September 30, 2013 for the City of San Marcos with a clean <br />opinion from the City's audit firm ABIP, P.C. <br />4. Receive Staff presentation regarding the Library Facilities Master Plan by project <br />architect Denelle Wrightson of Dewberry Architects, Dallas, and provide direction to <br />Staff. <br />Denelle Wrightson, project Architect with Dewberry Architects, Dallas, provided the Council with <br />a presentation regarding the Library Facilities Master Plan. <br />5. Receive a Staff update on the Downtown Reconstruction Phase I Project and the <br />One -Way, Two -Way Conversion, and provide direction to Staff. <br />Jennifer Shell, Assistant Director of Engineering /CIP, provided the Council with an update on the <br />Downtown Reconstruction Phase I Project and the one -way, two -way conversion. Council <br />provided direction to Staff to stay on track with the two -way conversion. <br />6:00 PM <br />111. Invocation <br />Pastor John McComb with San Marcos Community Church provided the invocation. <br />IV. Pledges Of Allegiance - United States And Texas <br />Harrison Mayhew led the assembly in the pledges of allegiance. <br />V. 30 Minute Citizen Comment Period <br />Sherwood Bishop, San Marcos, speaking on behalf of the Arts Advocates of San Marcos and <br />asked that Council to support the Business and Arts incubator that the Council will be <br />discussing this evening. They are strongly in support of this concept and that this will be an <br />invaluable tool that will help the arts community. He provided letters of support from downtown <br />and local business owners. He asked that this be positively considered. <br />Sheran Seif, San Marcos, addressed the Council on behalf of the Arts Commission and spoke in <br />support of this initiative and that this would greatly aid in the establishment of the Arts District. <br />It would contribute to the efforts to grow small businesses and to strengthen our downtown. <br />She asked for the Councils support of this project and the arts community. <br />Linda Coker, San Marcos, the chair of the Library Board, thanked the Council for the opportunity <br />to update and expand their library. She spoke about expanding the library and how the Council <br />will be pleased with the design that the Library Board has come up with. She mentioned several <br />specific parts of the plan specifically a larger local history room. She continued elaborating <br />about the wonderful services that the library offers to the community and invited the community <br />to the Anniversary Party on March 30th at 2PM. <br />CONSENT AGENDA <br />6.
