<br /> -10- <br /> B. Section 7.07. Powers and Duties of the Zoning <br /> Commission. <br /> In order to clarify the duties of the Zoning Commission, <br /> it is recommended that these amendments be made to Section <br /> 7.07. <br /> Proposed wording: <br /> Zoning Commission shall have the power and be <br /> required to: <br /> 1. Recommend to the City Council approval or <br /> disapproval of proposed changes in the <br /> Zoning Plan; <br /> 2. Hold an annual Public Hearing to review the <br /> Zoning Ordinance; and, <br /> 3. Request, respond and receive from the Planning <br /> Commission any recommendations or determinations <br /> on any proposal. <br /> C. Section 7.08 (new section) The Master Plan. <br /> It is recommended that 3/4 vote of the Council be required <br /> to veto the changes to the Master Plan proposed by the Planning <br /> Commission. <br /> Proposed wording: <br /> The Master Plan for the physical development of <br /> the City of San Marcos shall contain the recommendations <br /> of the Planning Commission for growth, development and <br /> beautification of the City. The Council may amend the <br /> Master Plan after at least one public hearing on the <br /> proposed action; provided, however, that it shall take a <br /> three-fourths (3/4) vote of all the members of the <br /> legislative body of the City of San Marcos to overrule <br /> a recommendation of the Planning Commission pertaining <br /> to a proposed amendment of the Master Plan. The Council <br /> shall not act on any amendment affecting the Master Plan <br /> unless and until a recommendation on said amendment is <br /> received from the Planning Commission. <br />
