PART IV. PROGRAM NARRATIVE. The followiny suggested format is provided for use with
applications for criminal justice funds. For specific
deta i 1 see Instructions, Part IV, Program Narrative,
Attachment M, "Uniform Grant & Contract Nanagement
Standardsll.
1. OBJECTIVES AND NEED FOR THIS ASSISTANCE. Brief and concise summary of the
background and nature of the problem. Include specific data and cite sources.
During the most recent budget negotiations for police service, funding was allocated for the
r chase of four(4) new police patrol vehicles. The need is substantial. With recent personnel
reases and shift restructuring, the need for a larger fleet of police vehicles has become
I essary. In association with the new vehicles, current and updated communications equipment
will also be needed. At present, current radio resources do not provide for the new vehicles.
Individual officer portable radios are available but are of reduced reliability due to age
and wear. Purchased approx. ten years ago, most of the portable radios have been through
considerable stress. During a 1981 flood in San }farcos both a majority of hand units and
patrol vehicle mobile units were damaged by water, and required expensive repairs. One portable
hand radio was unsalvagable. In operation in most cases 24 hours daily, our older equipment
requires persiste:rt: maintenance. With eight marked patr.ol vehicles and weekend strength
at nine officers, down time of radio equipment fùrther redúces the size of our fleet. The poor
condition of our older radio equipment and its questionable reliability threatens both the
efficiency of communications and individual officer safety.
2. RESULTS OR BENEFITS EXPECTED. Brief and concise narrative of the overall
purpose of the project, or what is expected to be accomplished by the project.
With the implementation of the new radio equipment, both the effectivness of oUr communications
system and the\safety of individual officers will be greatly improved. Once the radio equipment
é new vehicles are brought on line, they will serve to better enhance the overall visibilty
é efficiency of the department: The department will be able to patrol the community at full
&L.cength. The system will provide a surplus of equipment to account for downed units in
for maintenance. It will serve to update and modify our existing radio communications
system simply by providing new, efficient and more reliable equipment.
