Part IV (continued)
3. APPROACH.
a. Statement of tasks involved in producing the results or benefits
expected.
In 1982, of all drug related arrests conducted, over 66% were of misdemeanor origin. Of the
ad~~tional felony arrests, over 88% were conducted by patrol personnel. With the implementation
of he night vision system and the body microphone, the manner in which these types of
in stigations are now conducted will change incredibly. The equipment will be at the disposal of
a1 iepartmental commissioned personell but will be supervised by the director of the Criminal
Investigations Division. lfuen information sources indicate pending criminal activity, the
departments personnel will have alternatives into which they may proceed. Unlike in the past,
our agency willhave within itself, the ability to follow-up on our community resources and
information. Once actively initiated, felony arrests will increase. Again this will apply not
only to narcotics investigations but to any operation that requires the applications of this
equipment. Local burglary investigations, Alcoholic Beverage Code violations and related surveillaI
b. Accomplishments or goals. See general instructions. As an aid in
completing this item please note the suggested format for itemizing
or quantifying this data on the Indicators of Goal Achievement (suggested
format attached). The indicators should conform to the performance
indicators outlined in the appropriate program description in the
Criminal Justice Plan.
In local narcotics arrests specifically, the number of misdemeanor offenders has been unusually
high. Our felony contacts most entirely iniated on the street by uniform officers have most
often provided little reward. Most of these offenders are found in small personally usable
amounts of felony substances. After the departments personell are familiarized in the operation
and applications of the equipment, felony contacts are expected to increase. As arrests increase,
information sources will increase. The felony offender arrested by these investigations will
be of more substantial reward in that they have responsibility for a greater portion of our
dxJ!Q" related problems.
c. Data. See general instructions. Also this section can be used to
explain or clarify "Indicators of Goal Achievement" if this format
is used by the applicant.
