<br /> PART IV. PROGRAM NARRATIVE. The followiny suggested format is provided for use with <br /> applications for criminal justice funds. OBJECTIVES AND NEED FOR THIS ASSISTANCE. Brief and concise summary of the <br /> background and nature of the problem. Include specific data and cite sources. <br /> The San ~wrcos Police Communications system consists of three shift personnel and one relief <br /> dispatc~ler. The office is in operation 24 hours daily and is the largest and most complex <br /> ~--mnunications system in the county. It is housed with twelve telephone lines, one telecommunic- <br /> tons computer, fifty two direct line alarm systems, a radio operated paging system and a <br /> lr chan~el radio console. The radio console handles the communication needs for several <br /> agencies. Kot only is the dispatcher responsible for the San Marcos Police units but communicate <br /> with the Fire Department, Hays County &~S, the S\VTSU Police Department, the Texas Highway <br /> Patrol and local TABC personnel. San Marcos Public Horks and other city service units also <br /> communicate with the dispacther but on a less frequent basis. In addition to the normal calls fo <br /> service, the dispatcher takes all telephone calls for the department. This includes administrati <br /> calls and calls for Criminal Investigations. The San }Iarcos communications system is the only <br /> fully operational communications system in the county. Other Lm.¡ Enforcement agencies either <br /> do not maintain 2¿~~ervice or are not equipped with teletype operations. During area emergencies <br /> and other civil defense situations, the San Marcos Police DepartJH'.nt serves as the communication <br /> center for the entire county. Reliability in the systems readiness and durability are essential. <br /> Not only have the regular service needs of the communications system increased drastically <br /> in recent years, growth projections indicate that service needs ,.¡ill continue to rise. In 1981:. <br /> the San Ì'Iarcos Police responded to 13,069 calls for service. Each call was routed through our <br /> coomunications center. This does not include normal radio transmissions and assistance to other <br /> agencies. The manner in which the community depends upon this communications system, its securit <br /> efficien~y and dependibility are of paramount importants. Brief and concise narrative of the overall <br /> purpose of the project, or what is expected to be accompl i shed by the project. <br /> The intent of this project is to integrate a second console position into the communications <br /> center. The initiation of the project will provide several more efficient and effective services <br /> to the entire community. As service demands increase in the communications office, in the years <br /> ad, equipment will exist to facilitate a second dispatcher. This alternative situation will <br /> 'vide many new possibilites. The dispatcher will have the ability to communicate one more than <br /> ( ._~- channel at the same time. In emergency situations, an alternate radio system is available <br /> in the event that there is primary radio failure. During special activities, personnel can be <br /> assigned the alternate radio position. Chilympiad and Wurstfest specifically drastically tax the <br /> dispatchers services. Special Highway Patrol task forces patroling the area significantly <br /> increase radio traffic. During the 1982 l.J'urstfest, approx. 40 addition Highway Patrolman were <br /> in operation within the county. The week long task force resulted in several hundred arrests. <br /> Kat only ,.;ill the system help to cope with the problems of our already overloaded and oven.¡orked <br /> system, but ,.;ill provide some preperation for the expectation of the future. <br />
