<br /> 38 <br /> COMPLIANCE AGREEMENT <br /> City of San Marcos <br /> Permit No. 10273-01 <br /> On February 23, 1983, an enforcement conference was held with the City of San <br /> Marcos in response to the City's failure to comply with Permit No. 10273-01. <br /> The following people were in attendance at the February 23, 1983 meeting: <br /> Mr. George W. Boeker Director of Public Works <br /> City of San Marcos <br /> Mr. Henry Solis Water and Wastewater, Superintendent, <br /> City of San Marcos <br /> Mr. Jimmy A. Hall Office of the General Counsel <br /> Texas Department of Water Resources <br /> Mr. Malcolm P. Bynum District 8 Office <br /> Texas Department of Water Resources <br /> Mr. Roy L. Moeller Wastewater Compliance Unit <br /> Texas Department of Water Resources <br /> Mr. Tom Haberle Wastewater Compliance Unit <br /> Texas Department of Water Resources <br /> Pursuant to the findings of the conference, the City of San Marcos agrees to <br /> comply with the following terms and conditions of this Compliance Agreement: <br /> 1. Within 30 days, the City of San Marcos shall provide an additional <br /> full-time certified operator at the trickling filter plant. <br /> 2. Within 30 days, the City of San Marcos shall have replaced the distri- <br /> bution arms on the primary trickling filter. <br /> 3. Within 45 days, the City of San Marcos shall have adjusted the distri- <br /> bution arms on both the primary and secondary trickling filters to <br /> maintain a uniform distribution of water over the filter media. <br /> 4. Within 60 days, the City of San Marcos shall have evaluated the waste- <br /> water flow to the trickling filter plant and adjusted the flow so as <br /> to maintain the minimum volume of flow which will be required to keep <br /> the distribution arms on the trickling filters rotating while not <br /> increasing the flow to the contact stabilization plant beyond a volume <br /> which will cause inadequate treatment. <br /> 5. Within 90 days, the City of San Marcos shall submit a written report <br /> to the Department regarding the status of compliance at the City's <br /> trickling filter plant. If the corrective action steps as outlined <br /> above do not bring this plant into total compliance, this report shall <br /> also include additional corrective action along with specific time <br /> schedules for bringing this plant into compliance within 90 days from <br /> the date of this report. <br />
