<br /> CITY COUNCIL POLICY STATEMENT 85 <br /> FISCAL 1985-1986 <br /> Approved June 24, 1985 <br /> 1. Budget must give due consideration to all estimated increases in tax <br /> base, reflect the anticipated fund balance at beginning of 1985-1986 <br /> fiscal year, and the effect of all other tax and service sources of <br /> revenue. Then constraint of expenditures to fall within the available <br /> income parameters. We should avoid any raise in property tax. This <br /> guideline should set the tenor of the budget process. <br /> 2. The City Manager should move forward to implement recommendations of <br /> the LWFW Management surveYi starting with image. Progress in imple- <br /> mentation is mandatory. <br /> 3. City Manager must review staff, in toto, with regard to necessity, <br /> productivity, attitude and logistic creativity. Any negative indications <br /> should be dealt with at once. Do we have the best people available? <br /> That should be the bottom line question. <br /> 4. The City Manager must review all his obligations to Council as dictated <br /> by Charter, operational necessity, and common sense. He must include <br /> in this consideration all the caveats that are in the Charter. He <br /> should report to Council at this fiscal year's end. <br /> 5. The City Manager should review, critically, all budget requests as to <br /> need and benefits, both long and short term. However, he must make <br /> known all requests to Council. No request should be arbitrarily denied <br /> without Council's knowledge. <br /> 6. The City Manager should continue and expand the policy of requiring new <br /> construction to pay for itself through Capital Recovery Fees. Impact <br /> on streets, parks, the library, etc. need to be addressed and methods <br /> for recovery should be investigated and brought to Council for dis- <br /> CUSSlon. <br /> 7. The City Manager should propose to Council (after examining costs, <br /> methods, and feasibility) a plan for the implementation of tax relief <br /> in the form of homestead and Old-Age exemptions. <br /> 8. The City Manager should continue to plan to maximize the expertise <br /> of Planning, Engineering, Public Works, Personnel and Finance to <br /> minimize fees paid to consultants and engineers. A cost-effectiveness <br /> analysis should be made to determine how much "in-house" work should <br /> be done. If certain expertise is not available should we acquire it? <br /> This should be the bottom line question. <br /> 9. The City Hanager should give Council a written report on his assessment <br /> of the state of the City government and action required, in his opinion <br /> to remedy the deficiencies. <br /> 10. The City Manager must cause methods to be set up to monitor and/or <br /> apprise sources of State and Federal funds that may be available for <br /> all purposes. Careful consideration must be given to the area of <br /> funds for social services. Stringent analysis of the needs of these <br /> agencles should be made as well. <br />
