That the official canvass of the returns of <br /> said election reflects that the following <br /> person was duly elected Council Member, <br /> Place Four for the City of San Marcos: <br /> Betty Jane Kissler. <br /> D. That the official canvass of the returns of <br /> said election reflects that a resolution <br /> mandating that the City Council take action in <br /> support of the proposal for a bilateral <br /> nuclear weapons freeze was approved by a <br /> majority of the qualified voters voting at <br /> said election. <br /> SECTION 3.
