That the official canvass of the returns of <br /> said election reflects that the following <br /> person was duly elected Council Member, <br /> Place Two for the City of San Marcos: <br /> Fred Guerra. <br /> C. That the official canvass of the returns of <br /> said election reflects that the following <br /> person was duly elected Council Member, <br /> Place Four for the City of San Marcos: <br /> Betty Jane Kissler. <br /> D. That the official canvass of the returns of <br /> said election reflects that a resolution <br /> mandating that the City Council take action in <br /> support of the proposal for a bilateral <br /> nuclear weapons freeze was approved by a <br /> majority of the qualified voters voting at <br /> said election. <br /> SECTION 3. That the necessity of making an official canva&~ <br /> of votes cast in the aforesaid election and declaring the results <br /> of said election creates an emergency and an imperative purpose <br /> necessary that the provisions of the Charter requiring that <br /> ordinances shall be read at three separate meetings and that no <br /> ordinance shall become effective until the expiration of ten (10) <br /> days following the date of its final passage be suspended, and <br /> these provisions are hereby suspended, and this Ordinance shall <br /> take effect and be in full force and effect from and after its <br /> adoption and publication in a newspaper of general circulation <br /> within the City. <br /> PASSED, APPROVED AND ADOPTED on this 4th day of April, 1983. <br /> Mayor <br /> l~~~ <br /> City Secretary <br /> :~rÞ:h~ <br /> City Attor e <br /> Published in the DAILY RECORD April 10, 1983. <br />
