630 E. Hopkins Paul Murray, 100 Bar Clay Place, spoke in favor of the ordinance change and spoke in opposition of the suggestion by P &Z and believed that it should be within a narrower area. We lose the coherence and attractiveness. Bridgette Phillips, 529 Harvey St, spoke in favor of the ordinance as presented and spoke in opposition of the P &Z recommendation of requiring a super majority. There was no way that the warrant that was previously approved by the P &Z should have been approved based on her research. There being no further comments, Mayor Guerrero closed the Public Hearing at 9:07 p.m. A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Scott, to amend Section 1.5.2 of this Ordinance by inserting the language "as a negotiated agreement" following "The City Council shall hold a public hearing and finally decide all warrant requests..." Mayor Guerrero opened the Public Hearing at 9:36 p.m. There being no comments, Mayor Guerrero closed the Public Hearing at 9:37 p.m. A motion was made by Council Member Scott, seconded by Mayor Pro -Tem Thomaides, that this Ordinance be approved, as previously captioned.
