Lr6ki;.� <br />ENERGY • WATER • COMMUNITY SERVICES <br />Under - Frequency Load Shedding (UFLS) Procedure (planning) <br />To accommodate load data uncertainty, load fluctuation and / or unplanned load transfers, LCRA <br />TSC will target an overall UFLS program total of 26.5 percent (5.5 percent for step 1, 10.5 <br />percent for step 2, and a 10.5 percent for 3). In addition, LCRA TSC will conduct an internal UFLS <br />survey during November each year to monitor and make necessary adjustments to the UFLS <br />program where deficient. Customers may request changes to their UFLS load over 26.5 percent <br />only between the ERCOT April UFLS survey and the November internal UFLS survey from LCRA <br />TSC. Upon approval, these changes should be implemented before the November internal UFLS <br />survey. <br />LCRA direct connect customers must meet their obligation on ERCOT requirements for under - <br />frequency load shedding (UFLS). The ERCOT Operating Guides state — "At least 25 percent of <br />the ERCOT system load that is not equipped with high -set under - frequency relays shall be <br />equipped at all times with provisions for automatic under - frequency load shedding." <br />To ensure fairness and equity and to maximize efficiency and cost - effectiveness in meeting this <br />ERCOT UFLS requirement, the procedure detailed below will be used annually by LCRA and the <br />direct connect customers. <br />LCRA TSC will provide to ERCOT during the Annual April UFLS survey for participating <br />customers the data as requested using the ERCOT supplied data forms. <br />UFLS participation shall be reviewed annually by LCRA. One time after the completion of the <br />current year ERCOT UFLS survey, and then after the LCRA program survey. LCRA will distribute <br />the upcoming year UFLS participation requirements to each of the direct connect customers. <br />Level 1 Participation <br />Based on the total LCRA direct connect customer load at the current year UFLS survey date and <br />time: <br />1) If the total direct connect customer's system load is equal to or less than 5,000 kW on the <br />UFLS survey dates OR the direct connect customer supplies its entire load with three distribution <br />feeders or less, that direct connect customer is exempt from UFLS participation for the upcoming <br />year. The 25 percent ERCOT requirement will be met by the other LCRA direct connect <br />customers as stated in 2) and 3) below. <br />2) If the total direct connect customer's system load is greater than 5,000 kW on the UFLS survey <br />dates AND the direct connect customer supplies its entire load with four distribution feeders, that <br />direct connect customer will be required to meet all of its 25 percent UFLS participation at step 2 <br />(58.9 Hz) or step 3 (58.5 Hz). <br />3) If the total direct connect customer's system load is greater than 5,000 kW on the UFLS survey <br />dates AND the direct connect customer supplies its load with five or more distribution feeders, <br />that direct connect customer is required to contribute 25 percent of its load to the UFLS program <br />for the upcoming year with 5 percent at step 1 (59.3 Hz), 10 percent at step 2 (58.9 Hz), and 10 <br />percent at step 3 (58.5 Hz). <br />Revision 1 — Describe LCRA TSC UFLS Program Targets, Internal Survey, and Review Process — July 2008 <br />Revision 2 — Add LCRA TSC responsibilities to address NERC standards; add revision / change period — <br />March 2010, Revision 3 — add analysis statement April 2010, Revision 4 — add corrective actions, and <br />ERCOT supplied data statements — April 2010, Revision 5 - Add clarification, background information, <br />references to ERCOT and NERC, and requirements to insure UFLS coverage during scheduled outages <br />September 2011, Revision 6 — Add review process item #7 February 2013 <br />
