Frank Robbins <br />recited the definition of subdivision and Mr. Swift expressed approv- <br />al of Mr. Robbins' interpretation. Mr. Swift requested amendment in <br />Section 2.E.2. to read the bank of the San Marcos River rather than <br />SMRC and "severe" rather than "secure" in the same paragraph. Also <br />in Section 2.E. to add language "Subdivisions in which the smallest lot <br />is ten acres or greater in size shall not be required to be a PDD or PUD <br />or be rezoned to PDD or PUD". John Meeks suggested changes be made to <br />Page 6, E.2. to do away with the double negative, and stated the runoff <br />has not been addressed to his satisfaction. He reviewed charts with the <br />Council where the City of Austin uses more stringent criteria, and the <br />river still receives pollution. He suggested a method for handling the <br />problem may be "absolute runoff criteria". No one else wished to speak, <br />so Mayor Craddock closed the public hearing. Ms. Kissler moved to approve <br />the Ordinance on first reading and Mr. Guerra seconded the motion. Mr. <br />Farr moved to amend the Ordinance on Page 6, E.2. to delete the term <br />"SMRC" and replace it with "San Marcos River" and in the same paragraph <br />to change "secure" to "severe"; to delete the definition of "Caliper" <br />in Section 3; to delete the word "developed" in the definition of <br />Development in Section 3 which precedes "property"; Page 9, Section 6.B.4. <br />to change the spelling of "practicle" to "practicable", and Ms. Kissler <br />seconded the motion, which passed unanimously. City Manager Gonzalez <br />requested direction from the Council regarding Page 8, Section 4.D. The <br />Council directed at second or third reading they be provided alternatives <br />to include Steve Jenkins' suggestions, the costs, and what is applicable <br />and feasible for San Marcos. There was a consensus of Council to amend <br />the Ordinance in Section 2.B.l. to change "Shebart" to "Shebarb"; in <br />Section 2.B. on Page 4 to clarify by changing the Ordinance to read <br />". . . where Ed J. L. Green intersection with the Eckrant-Rock Outcrop <br />Complex soil group, then generally northeast along this soil group's <br />boundary 1000 feet from the centerline of the San Marcos River to its <br />intersection with the beginning point near the intersection of Ed J. L. <br />Green and West Laurel, then southeast along a line. . . ." On Page 6, <br />Section 2.E.2. to add fl. . . San Marcos River Corridor because it is <br />shown on the Hays, Guadalupe or Caldwell County Soil Conservation Service <br />soil survey maps as being on soils that have a high or severe water ero- <br />sion hazard, is not within 200 feet. . . ." On Page 6, Section 2.E. to <br />add a no. 3 to read, "Subdivisions in which the smallest lot is ten (10) <br />acres or greater in size shall not be required to be a PDD or PUD subdi- <br />vision or be rezoned to PDD or PUD". The Council then voted unanimously <br />for approval of the Ordinance on first reading, as amended. <br /> <br />Mayor Craddock introduced a public hearing and approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING APPENDIX A, GENERAL ZONING <br />ORDINANCE, OF THE CODE OF ORDINANCES OF SAID CITY TO <br />ADD THERETO A SECTION 34A, ADOPTING ARTICLE I, PLANNED <br />DEVELOPMENT DISTRICT, OF CHAPTER 35 OF SAID CODE, AS <br />A PART OF SAID APPENDIX A; AND DECALRING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Craddock opened the public hearing and asked if anyone wished to <br />speak in favor or in opposition to the amendment. No one did, so Mayor <br />Craddock closed the public hearing. Mr. Farr moved to approve the Ordin- <br />ance on first reading and Mr. Brown seconded the motion, which passed <br />unanimously (Mr. Coddington was not present to vote on this item). <br />
