116 Regular Meeting July 22, 1985 Page 7 Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A NEW CHAPTER 35, COMPREHEN- SIVE DEVELOPMENT CODE, TO BE ADDED TO THE CODE OF ORDINANCES OF SAID CITY; PROVIDING FOR THE FORMATION OF PLANNED DEVELOPMENT DISTRICTS (PDD's) IN SAID CITY; ESTABLISHING STANDARDS AND CRITERIA; PROVIDING FOR BUF- FERYARDS; ESTABLISHING PROCEDURES; PROVIDING FOR GENERAL BENEFIT FEATURES; SETTING FORTH BONUS PROVISIONS; PROVID- ING FOR CONFLICT WITH OTHER ORDINANCES; PROVIDING FOR SEVERABILITY; AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on second reading and Mayor Craddock seconded the motion, which passed unanimously. The next item on the agenda was an alternative Ordinance to the preceding Ordinance, to be considered on first reading. Since the Council had approved the preceding Ordinance, Mr. Robbins asked for clarification from the Council. He stated the alternative Ordinance on first reading contained the discussed amendments from the July 8, 1985 meeting, wherein bufferyards could be platted lots or easements. Since the Council had misunderstood the difference between the two Ordinances, Mr. Farr moved the Council reconsider the PDD Ordinance on second reading and Mr. Brown seconded the motion, which passed unanimously. Since the caption had been previously read, Mr. Coddington moved to deny approval of the PDD Ordinance on second reading and Ms. Kissler seconded the motion, which passed unanimously. Mayor Craddock then introduced for consideration the alternative PDD Ordinance on first reading (which contains amendments to provide that bufferyards could be platted lots or easements). The caption is identi- cal to the previously read PDD Ordinance, so it was not again read into the record. Mr. Coddington moved to approve the alternative Ordinance on first reading and Ms. Kissler seconded the motion, which passed unani- mously. Mayor Craddock introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A CONTRACT FOR AN AUDIT, AN ANNUAL FINANCIAL STATEMENT AND OTHER ACCOUNTING SERVICES BETWEEN HAROLD V. SIMPSON & COMPANY AND THE CITY OF SAN MARCOS, TEXAS; AUTHORIZING THE MAYOR OF THE CITY TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for adoption of the Resolution and Mr. Coddington seconded the motion. Mr. Coddington asked if the extra meetings called for in Section V are included in the cost, and Mr. Laine said they are. The Council voted unanimously for adoption of the Resolution. Mayor Craddock introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING THE TERMS AND CONDITIONS OF A PROPOSED INTERLOCAL AGREEMENT BETWEEN THE CITY OF SAN MARCOS, TEXAS AND HAYS COUNTY, TEXAS, PERTAINING TO THE ENFORCEMENT OF PARKING REGULATIONS FOR VEHICLES PARKED ON COUNTY PROPERTY; AUTHORIZING THE MAYOR TO EXE- CUTE SAID AGREEMENT ON BEHALF OF SAID CITY AND ANY AND ALL OTHER DOCUMENTS AND INSTRUMENTS INCIDENT TO THE PURPOSES THEREOF; AND DECLARING AN EFFECTIVE DATE.
