<br />116 <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting July 22, 1985 Page 7 <br /> <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADOPTING A NEW CHAPTER 35, COMPREHEN- <br />SIVE DEVELOPMENT CODE, TO BE ADDED TO THE CODE OF <br />ORDINANCES OF SAID CITY; PROVIDING FOR THE FORMATION <br />OF PLANNED DEVELOPMENT DISTRICTS (PDD's) IN SAID CITY; <br />ESTABLISHING STANDARDS AND CRITERIA; PROVIDING FOR BUF- <br />FERYARDS; ESTABLISHING PROCEDURES; PROVIDING FOR GENERAL <br />BENEFIT FEATURES; SETTING FORTH BONUS PROVISIONS; PROVID- <br />ING FOR CONFLICT WITH OTHER ORDINANCES; PROVIDING FOR <br />SEVERABILITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Farr moved for approval of the Ordinance on second reading and <br />Mayor Craddock seconded the motion, which passed unanimously. <br /> <br />The next item on the agenda was an alternative Ordinance to the preceding <br />Ordinance, to be considered on first reading. Since the Council had <br />approved the preceding Ordinance, Mr. Robbins asked for clarification <br />from the Council. He stated the alternative Ordinance on first reading <br />contained the discussed amendments from the July 8, 1985 meeting, wherein <br />bufferyards could be platted lots or easements. Since the Council had <br />misunderstood the difference between the two Ordinances, Mr. Farr moved <br />the Council reconsider the PDD Ordinance on second reading and Mr. Brown <br />seconded the motion, which passed unanimously. Since the caption had <br />been previously read, Mr. Coddington moved to deny approval of the PDD <br />Ordinance on second reading and Ms. Kissler seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock then introduced for consideration the alternative PDD <br />Ordinance on first reading (which contains amendments to provide that <br />bufferyards could be platted lots or easements). The caption is identi- <br />cal to the previously read PDD Ordinance, so it was not again read into <br />the record. Mr. Coddington moved to approve the alternative Ordinance <br />on first reading and Ms. Kissler seconded the motion, which passed unani- <br />mously. <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF <br />A CONTRACT FOR AN AUDIT, AN ANNUAL FINANCIAL STATEMENT <br />AND OTHER ACCOUNTING SERVICES BETWEEN HAROLD V. SIMPSON <br />& COMPANY AND THE CITY OF SAN MARCOS, TEXAS; AUTHORIZING <br />THE MAYOR OF THE CITY TO EXECUTE SAID CONTRACT ON BEHALF <br />OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Resolution and Mr. Coddington <br />seconded the motion. Mr. Coddington asked if the extra meetings called <br />for in Section V are included in the cost, and Mr. Laine said they are. <br />The Council voted unanimously for adoption of the Resolution. <br /> <br />Mayor Craddock introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING THE TERMS AND CONDITIONS OF <br />A PROPOSED INTERLOCAL AGREEMENT BETWEEN THE CITY OF <br />SAN MARCOS, TEXAS AND HAYS COUNTY, TEXAS, PERTAINING <br />TO THE ENFORCEMENT OF PARKING REGULATIONS FOR VEHICLES <br />PARKED ON COUNTY PROPERTY; AUTHORIZING THE MAYOR TO EXE- <br />CUTE SAID AGREEMENT ON BEHALF OF SAID CITY AND ANY AND <br />ALL OTHER DOCUMENTS AND INSTRUMENTS INCIDENT TO THE <br />PURPOSES THEREOF; AND DECLARING AN EFFECTIVE DATE. <br />
