Hopkins <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council Chambers <br />Present: 7 - Mayor Daniel Guerrero, Mayor Pro -Tem John Thomaides, Deputy Mayor Pro Tern <br />Wayne Becak, Council Member Ryan Thomason, Council Member Shane Scott, <br />Council Member Jude Prather and Council Member Lisa Prewitt <br />Executive Session <br />A motion was made by Mayor Guerrero, seconded by Council Member Scott, to Enter Closed Session <br />at approximately 5:35 p.m. for consultation with attorney. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tem Becak, Council <br />Member Thomason, Council Member Scott, Council Member Prather and Council <br />Member Prewitt <br />Against: 0 <br />1. Consider approval of Resolution 2014 -61 R approving the terms of a pass through loan <br />from the State of Texas, Office of the Governor's Small Business Incubator Fund in the <br />amount of $800,000.00 for the purpose of enabling the City to loan such funds to Upland <br />Analytics, Inc., under a Chapter 380 Economic Development Incentive Agreement as an <br />inducement for the company to. locate its operations to the City; authorizing the City <br />Manager to execute any and all loan documents and agreements necessary to accept and <br />enter into such loan; and declaring an effective date. <br />The Council reconvened into regular session at approximately 7:16 p.m. <br />A motion was made by Mayor Pro-Tern Thomaides, seconded by Council Member Scott, that this <br />Resolution be postponed to May 6, 2014. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro-Tern Thomaides, Deputy Mayor Pro Tern Becak, Council <br />Member Thomason, Council Member Scott, Council Member Prather and Council <br />Member Prewitt <br />Against: 0 <br />2. Consider approval of Resolution 2014 -60R approving an Interlocal Agreement with Hays <br />County Texas providing for Hays County to provide a guaranty of up to one -third of the <br />City's repayment of a Pass Through Loan in the amount of $800,000.00 from the Office of <br />the Governor's Small Business Incubator Fund as an inducement for the City to make a <br />Chapter 380 Economic Development Incentive Loan of such funds to <br />City of San Marcos Page 1 <br />
