Mr. Farr moved for award of bid to <br />W. A. Hollub Co., Inc. of Seguin, Texas in the amount of $171,628.46 <br />for labor, equipment and materials and Mr. Nicola seconded the motion, <br />which passed unanimously (Mr. Coddington not present to vote on this <br />item) . <br /> <br />Mayor Craddock introduced for consideration award of bid for the work <br />management system for the Public Works Department. Mr. Farr moved for <br />award of bid to LWFW in the amount of $15,600.00 for software and <br />$3,337.68 to Tandy and Company for hardware and Ms. Kissler seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Farr, Craddock, Guerra, Kissler, Nicola. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Coddington. <br /> <br />Mayor Craddock introduced for consideration authorization to purchase <br />master planning computer equipment for the Planning Department. Mr. <br />Coddington moved for approval for the purchase as set out in the at- <br />tached memorandum of Frank Robbins at an estimated cost of $6,515.00 <br />and Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced a discussion regarding the Fish Hatchery <br />Building. City Manager Gonzalez advised the Council the building would <br />be utilized for one office in the upstairs section and the Council <br />needed to determine the use of the building. Mayor Craddock said <br />she was opposed to anyone organization having exclusive use of the <br />building and wants the Council to determine a charge for the use of <br />the building. Mr. Farr stated he thought it should be another facility <br />of the City for the public's use and that an organization could be used <br />to show the "River of Innocence" film. Mayor Craddock suggested the <br />Parks Board review the matter with Terry Colley to consider recommenda- <br />tions of fees and supervision and janitorial service. Mayor Craddock <br />directed the Parks Board also review a name for the building. Mrs. <br />Nicky Johnson of the San Marcos Arts League made a request for office <br />space for their organization and she was advised to direct her request <br />to the Parks Board. The Council directed this matter be expedited by <br />the Parks Board. <br /> <br />Mayor Craddock introduced a discussion regarding a proposed Ordinance <br />creating a Social Services Budget Review Board. Mr. Brown asked Mr. <br />Gonzalez about the time frame for creating the Board and felt the <br />scheduling should be implemented sooner. Mr. Guerra said he felt we <br />could take the strength of the Ordinances of Austin and San Antonio <br />and place a person with financial background to assist in evaluation. <br />Mr. Farr suggested a blue ribbon type committee be set up to assist a <br />staff person. Mr. Hankins advised the Council he was not sure any staff <br />members were qualified to review social service needs and programs. <br />Mayor Craddock stated she was in favor of an agency reviewing the <br />needs for the Council. Mr. Farr stated this TIlatter needed to be <br />placed on a future agenda for action. Mr. Brown stated since Revenue <br />Sharing funds will not be available in the future, the City needs to <br />look at another source of funding and that he wants this committee put <br />in place as soon as possible to get it started, and that refinements can <br />be made as needed later. He stated the staff person assigned to assist <br />this committee needs to have an understanding of social service needs. <br />Mr. Farr suggested two staff persornbe assigned, one with a social back- <br />ground and another with financial background. Mr. Coddington suggested <br />and it was consensus of Council a Workshop be scheduled the third week <br />in September to decide how this matter will be handled. <br />
