<br /> II/IIL CITY OF SAN MARCOS <br /> <br /> OFFICE MEMORANDUM <br /> TO: Mayor and City Council Members <br /> FROM: Airport cornrnissio~ <br /> SUBJECT: Need for Airport Manager <br /> DATE: July 6, 1983 RE: <br /> San Marcos is part of the projected growth corridor between San <br /> Antonio and Austin, and this location factor provides the San Marcos <br /> Municipal Airport with an excellent opportunity to grow considerably <br /> over the next few years. <br /> However, such growth and prosperity for the Airport will only be <br /> possible if the Airport receives careful professional management. <br /> Should the quality of the management the Airport receives fall <br /> behind, the liklihood is high that the San Marcos Municipal <br /> Airport will lose its potential for growth to another airport. <br /> The growth that the Airport is likely to undergo has several <br /> ramifications. Growth will mean more air traffic, increased <br /> lease interest and grant improvements. The greater the Airport's <br /> volume of business in the form of traffic and leases, the more <br /> administrative work will be generated. The availability of <br /> increased grant funds will create a need for greater fiscal <br /> management. Increased business for the San Marcos Municipal <br /> Airport will also create a greater demand for maintenance work <br /> and. capital improvement activities. <br /> These factors point to a need for a professional airport manager <br /> to assume responsibility for the San Marcos Municipal Airport. <br /> The diverse aspects of airport management include grant administration, <br /> lease negotiation, supervision of maintenance, budgeting management <br /> and capital improvements administration. Management will be more <br /> efficient and productive if one individual can devote himself solely <br /> to this task. <br /> Under the current system Ms. Dinah Elwell, Director of Administrative <br /> and Public Services, is paid to spend 10% of her time in airport <br /> related tasks, but in fact she spends 35% to $0% of her time on <br /> the management of the airport. In otherwords the taks of airport <br /> management is a time consuming job. <br /> The San Marcos Municipal Airport currently has the money to pay <br /> for such a position, and firm budget figures can be provided at <br /> a later date. <br /> DHE:pmb <br />
