<br /> -n:s Jf"'icia Statement of the Ci;;y of San è1arcos, Texas, a political subdivision located <br /> n ciays County (the / ,is provided to furnish information in connection with the sale <br /> Ji the Ci:y' s 51,:00, terworkS and Sewer System Certificates of Obligation, Series 1983 <br /> 'N' Certificates" , <br /> - r,eCffic:a1 S;:a:emen: was prepared to present for the purchaser of the Certificates informa- <br /> :ion concerning the Certificates, the revenues pledged to the Certificates, the description <br /> of the revenue base, factors that may affect pledged revenues, and other pertinent data, all <br /> as more fully described herein. See "Tabl e of Contents", <br /> Source of Payment ... The Certificates are and shall be payable as to principal and interest <br /> solely from the net revenues derived from the operation of the City's Waterworks and Sewer <br /> System, including all additions, extensions and improvements thereto which may hereafter be <br /> made, after deduction of the reasonable expenses of maintenance and operation of the System. <br /> See "Security for Payment", <br /> Purpose ,.. Proceeds from the sale of the Certificates will be used to increase the City's <br /> sewer treatment capacity by 500,000 gallons per day. Any remaining funds will be used for <br /> minor improvements and extensions to the City's sewer system. <br /> Future Bond Issues,., The City is presently planning additional water and wastewater capital <br /> improvements and will call an election for the electorate to vote on approximately $5,000,000 <br /> Revenue Bonds in April 1984. Also the City is currently proceeding with the issuance of <br /> 5300,000 Combination Tax and Revenue Certificates of Obligation for the purchase of 20 police <br /> cars. These proposed certificates will be paid back from ad valorem taxes of the City's gen- <br /> eral fund, <br /> Administration of the City,.. The City operates under a Home Rule Charter which was approved <br /> by the electorate February 24,1967. The Charter provides for the Council-Manager form of <br /> government for the City. Policy-making and supervisory functions are the responsibility of <br /> and vested in the Mayor and City Council. <br /> -5- <br />
