This saving in <br /> interest would be approximately $300,000 over the life of the <br /> certificates. <br /> The minimum people needed to participate in a municipal bond rating <br /> meeting are as follows: <br /> 1. Financial Advisor - Discusses the financing program and answers <br /> questions to the fiscal aspects of the program. <br /> 2. City Manager - Discusses the operation of the City and the <br /> pertinent provisions of the capital improvement program. <br /> 3. Iv1ayor or appointed spokesman for the Council - Discusses and <br /> answers questions dealing with the political aspects of the <br /> program. <br /> 4. Director of Finance or chief fiscal officer - Discusses and <br /> answer questions about the day to day fiscal affairs of the City. <br /> 5. Auditor - Usually not required, but since the City has never <br /> acquired a revenue rating before and with the short time available <br /> for the rating process, the City's auditor needs to be in <br /> attendance to cover all possible questions that might arise. <br /> The individuals stated above are the minimum needed to conduct a <br /> suécessful rating meeting. However, if the Council feels that there <br /> are other people on the Councilor staff that could help present the <br /> City's credit and discuss the capital improvement program in a positive <br /> manner, these people are welcome to attend. It should be noted, <br /> however, that the rating analysts prefer to limit the number of <br /> individuals attending the rating meeting to no more than six. <br /> As of today, a draft of the prospectus lS available for the <br /> December 5th approval meeting and all the rating trip arrangements <br /> have been made for the five recommended officials of the City. <br /> Any deviation or change in plans in this program need to be brought <br /> to my attention as soon as possible. <br /> I look forward to meeting with you on December 5, 1983 for the <br /> approval meeting, and if I can be of any furthe assistance in this <br /> matter, please advise. <br /> S;)~) .
