Ordinances will be prepared and brought to the Council <br />for consideration of dissolution of these Boards. <br />Other recommendations of the Sunset Advisory Commission were then <br />considered in their numerical order as follows: <br />"1. Council should appoint a Citizens' Commission (i.e., Sunset Ad- <br />visory Commission) to review and critique each city department with <br />relation to service and performance and recommend areas of improvement. <br />This Commission, working with the City Manager, would evaluate each city <br />department every three (3) years in conjunction with its review of each <br />city board and commission." After much discussion Mr. Brown moved to <br />deny this recommendation and Mr. Guerra seconded the motion. On roll <br />call the following vote was recorded: <br /> AYE: Brown, Farr, Craddock, Guerra, Kissler, Nicola. <br /> NAY: None. <br /> ABSTAIN: Coddington. <br />"2. The Council should decide whether the Industrial Development Cor- <br />poration can issue Commercial Revenue Bonds as well as Industrial Reven- <br />ue Bonds. Also, Council should replace deceased member Hollis Smith." <br />The Council directed Staff to review the legal and financial aspects <br />and bring the information to the Council. <br />"3. The Council should make attendance by the alternates of the Zoning <br />Board of Adjustments and Appeals mandatory for all their meetings. " <br />The Council directed the alternates be urged to attend all meetings, <br />and Frank Robbins is to write a letter to the alternates to this effect. <br />"4. The Council should classify the Emergency Medical Service in the <br />budget as an essential service along with the police department and <br />the fire department. " The Council has directed this be. done. It will <br />be funded in the General Fund rather than through Revenue Sharing as has <br />been done in the past. <br />"5. The Council should reduce the size of the Commission for Women to 7 <br />or 9." There was a discussion regarding the number of members of this <br />Commission. The Commission for Women recommended th~leave the Commis- <br />sion at 15 members so they could proceed with the projects and goals of <br />their Commission. After some discussion Mr. Guerra moved to approve the <br />Sunset Advisory Commission's recommendation for the Commission for Women <br />to be 7 members and Mr. Nicola seconded the motion. On roll call the fol- <br />lowing vote was recorded: <br /> AYE: Guerra, Nicola. <br /> NAY: Brown, Coddington, Farr, Craddock, Kissler. <br />The motion failed, so the Commission for Women remains at 15 members. <br />Mr. Nicola expressed concern for the ethnic makeup of the present Com- <br />mission. <br />"6. The Council should investigate the possiälity of making the Housing <br />Authority a City department." The City Attorney advised that would not <br />be legally possible and would furnish the Council more information. <br />
