A Resolution of the flays County Commissioners' Court <br />Approving the Local Transportation Project Advance Funding Agreement for A I lighvNay <br />Improvement Project (FM 110 from State Highway 123 to 1 -35 at Yarrington Road) and <br />Authorizing the County ,Judge to execute the Agreement on behalf of Hay s County <br />STATE OF TEXAS <br />COUN FY OF IIAN'S <br />WHEREAS, development and construction of projects in the Flays County Priority Road <br />Bond Program and Pass - Through Finance Program are moving Forward and nearing completion: <br />and <br />WHEREAS, Hays County has identified additionally- needed roadway projects and has <br />coordinated with the Texas Department of Transportation (TXDOT) Administration about entering <br />into a new Partnership Program to develop and construct these identified projects; and <br />WHEREAS, on October 22, 2013 the Commissioners Court of Flays County approved the <br />Local Transportation Project Advance Funding Agreement for Strategic Priority Projects On- <br />Svstem for all of the Partnership Program projects with the exception of the I'M 110 project; and <br />WHEREAS. 'I xDOT has committed to fund and undertake the construction of FM I10 <br />From State HighxNay 123 to 1 -35 at Yarrington Road. and <br />WHEREAS, both Hays County and the City of San Marcos have each created a <br />Transportation Reinvestment Zone (TRZ) to capture a portion of the increased value of <br />development along the FM 110 alignment to repay TxDOT for $48.0 million in construction <br />funding: and <br />WHEREAS. Caldwell County has committed $1.0 million as a contribution towards the FM <br />I 10 project: and <br />WHEREAS. FM 110 is included in the approved Hays County Transportation Plan and will <br />address safety and mobility needs and support economic development in the County: <br />NOW, THEREFORE, BE IT RESOLVED by the Hay, County Commissioners' Court: <br />(a) That the Commissioners Court of Flays County does hereby approve the proposed Local <br />Transportation Project Advance Funding Agreement for A Highway Improvement Project <br />(FM 110 from State Flighyyay 123 to 1 -35 at Yarrington Road) provided by the Texas <br />Department of Transportation and authorizes the County Judge to execute the Agreement on <br />behalf of Ila) s County. <br />RESOLVED, ORDERED.
