<br />I <br /> <br />RESOLUTION NO 2007- 10 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS SUPPORTING THE PASSAGE OF <br />STATE LEGISLATION REQUIRING PRODUCERS OF <br />ELECTRONICS AND COMPUTERS TO PARTICIPATE IN <br />TAKEBACK RECYCLING PROGRAMS, AND ADOPTION <br />OF STATEWIDE PROCUREMENT GUIDELINES TO <br />REQUIRE VENDORS WHO PROVIDE PRODUCTS TO <br />STATE AND LOCAL GOVERNMENTS TO TAKE BACK <br />DISCARDED ELECTRONIC PRODUCTS. <br /> <br />RECITALS <br /> <br />1 Discarded electronic products, including computers, televisions, and cell <br />phones contain tOXIC matenals that can pose hazards to human health and the <br />environment when discarded in landfills or incinerated. <br /> <br />2 Discarded electronic products is one of the largest sources of heavy <br />metals going into landfills, <br /> <br />I <br /> <br />3 Electronic waste is considered the fastest growing segment of the <br />municipal waste stream in the United States and that stream Will continue to grow as <br />technology advances. <br /> <br />4. The costs incurred by the City of San Marcos for disposal of products that <br />contain tOXIC material that are not recyclable, particularly electronics, are In affect taking <br />away valuable funding that could easily be spent on other recycling programs. <br /> <br />5 Requiring that electronic producers implement takeback recycling <br />programs will shift the burden of disposal costs for electronic products from local <br />ratepayers back to the producers, internalizing the costs associated with such <br />programs, and giving producers a market incentive to design products that are more <br />durable, less toxic and recyclable. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br /> <br />PART 1. That the members of the 80th Legislature of Texas seek passage of <br />legislation establishing takeback recycling programs. <br /> <br />PART 2. That it is the policy of the City of San Marcos, Texas to support <br />recycling of electronic products, and citizens of the City are urged to take part in all <br />recycling projects, including takeback recycling <br /> <br />I <br />
